HRD & Capacity Building • EFC appraised the proposal on 18.01.2013 and approved/observed as below: • Approved NWA component • Approved NERIWALM component but recommended for removal of other CAD&WM components. • Removal of NWM component • Revision of IEC and RGI components • Accordingly, the EFC proposal revised & component on Training Policy of MoWR added

  4. Recommendations of EFC and MoWR Response Information, Education & Communication (IEC) Recommendation 1. Segmentation of target group may be re-examined and financial outlay and break-up may be recast based on the targeted activities. Response • Target group re-examined and segmented into school children, parents, teachers, college students, agriculturists, households, farmers, research scholars, industrialists, policy makers & experts in water management. • Financial outlay provided for each targeted activities like painting/essay/ quiz competitions, marathon, Radio/TV/Print media campaigns, nukkadnataks, jalyatras, participation in fairs/exhibitions, organisation of workshops/conferences, printing and distribution of publicity materials, hoardings, publicity on mass media, transport vehicles, documentary films, special awareness campaigns in tribal areas • Details in revised EFC Memo. {Para 6.1 (i) & Annexure-II}

  5. Recommendations of EFC and MoWR Response contd… Recommendation 2. Outcome of scheme may be clearly spelt out in the EFC Memo. Response • Water conservation through efficient management by way of rainwater harvesting, storage and protecting water from contamination. • Efficient water supply and distribution with minimal losses & optimal consumption. • Efficient use of water through: • adoption of water efficient technologies • cropping pattern.

  6. Recommendations of EFC and MoWR Response contd… Recommendation 3. Justification for supporting NGOs. Response Provision for support to NGOs excluded from the EFC proposal, as same would be considered under National Water Mission.

  7. Recommendations of EFC and MoWR Response contd… Recommendation 4. Justification for engaging Media Consultant Response Provision is kept for preparation of media plan, developing themes, slogans, logos, creatives etc.

  8. Recommendations of EFC and MoWR Response contd… Recommendation 5.Analysis of Independent Evaluation Study of implementation of scheme during XI Five Year Plan. Response Independent Evaluation Study carried out & recommended for : • Preference to visual mode of communication. • Urban areas preferred viewing through cable while rural areas go for DD & regional channels. • Radio another effective medium being inexpensive medium for those who cannot afford TV.

Response 5 contd… • In Urban areas FM, AIR, Vividh Bharati channels are popular while in rural areas regional stations of AIR are more popular. • Increase allocation for the component of electronic media campaign during the XII Plan. • Electronic Media campaign to be extended to the whole year for more effective and lasting impression on viewers. • Inclusion of more TV & Radio channels for extended coverage and contents. • Allocation of at least Rs. 200 crore for the XII Plan period.

Re-examination of Publicity through Electronic Media in the light of Independent Evaluation Study Response Re-examined electronic media publicity strategy in the light of Independent Evaluation Study :- • More TV and Radio channels included. • Different spots earmarked for farmers/households/ industry to focus on different needs of each segment. • Quiz/debate competitions for students on TV to inculcate water conservation habits in their formative years. • Extended coverage throughout the year.

Cabinet Decision to Observe Year 2013 as Water Conservation Year • Year 2013 declared as ‘Water Conservation Year’ by Union Cabinet. • Objective to make people conscious of importance of limited natural resources of water, ways and means to use water judiciously and addressing local water related problems. • To implement Cabinet decision, Ministry plans to set up an Advisory Council under Union Minister of Water Resources with representatives of Central Ministries/Departments, Chairmen of Commissions/ Boards, professionals, experts, academicians, NGOs.

Cabinet Decision to Observe Year 2013 as Water Conservation Year contd… • All State Governments are being requested to constitute similar Advisory Councils under Chief Ministers to launch mass awareness campaign during Water Conservation Year 2013. • Some major activities planned include : painting/essay/ quiz competitions, marathon, nukkadnataks, jalyatras, TV/Radio/print media campaigns, documentaries, workshops/seminars/ conferences, outdoor publicity, publicity on mass media, transport vehicles, participation in fairs/exhibitions, special awareness campaigns in tribal areas.

Recommendations of EFC and MoWR Response Recommendation 1.Rajiv Gandhi Institute(RGI): Details of the activities/items proposed at a cost of Rs.40.43 crore for Professional Services and training under RGI component may be brought out clearly. Recommendations of EFC and Response of MoWR 2.Recommendation ..contd Rajiv Gandhi Institute (RGI): Proposed faculty and non-teaching staff be rationalized based on the objective and intention of the institute under the Scheme. The training costs needs to be clearly identified and put in the correct head. Break-up of the existing and proposed establishment including faculty of RGI may be provided. Creation of additional posts of faculty and support staff may be justified.

Justification for Creation of Posts • Studies by IIM Ahmadabad recommended 234 posts for fully functional RGI • Working Group in MoWR constituted to rationalize recommendation of IIM, Ahmedabad and the Group recommended 137 posts. • 97 posts are proposed to be created by CGWB • Additional capacity building is needed for effective implementation of aquifer mapping project, TOT for PRIs / grass root functionaries and for research activities • 46 courses to be conducted in a year spread over 137 weeks. • 3425 sessions in a year taking into account 137 weeks, 5 days a week and 5 sessions in a day.

Justification for Creation of Posts contd… • In some of the sessions, more than one faculty is required increasing the man-hours to 5823. • 90 lectures/sessions are allotted to a faculty in a year as per norms prescribed by Working Committee of MoWR. • Research to be undertaken by faculty in addition to lectures. • Accordingly, requirement of 65 faculty proposed. • 23 are in position. • Training cost of Rs. 40.43 crore divided into Professional Services, Office Expenses, Other Administrative Expenses.

  24. Recommendations of EFC and MoWR Response 3. Recommendation Rajiv Gandhi Institute (RGI): The outlay of Rs 9.00 crore under FTE is considered too high and needs to be justified in detail. Response Break up of Rs. 9.00 crore under FTE

Justification for FTE • For management of ground water resources, professionals are to be trained in latest technologies in institutions such as UNESCO-IHE, Netherlands; USGS, Colorado School of Mines. • Implementation of Aquifer mapping project by CGWB would require intensive training of faculty, researchers and officers of CGWB. • Exposure needed to the latest advancements in training, technical management, administrative skills

Implementation of Training Policy of MoWR • To train officers and employees of the Ministry in reputed institutions in India and abroad in different fields as per the mandate given to MoWR. • Some areas are development, conservation and management of water; ground water resources management; irrigation works; reservoir management and sedimentation; flood management, drainage, drought proofing, water logging and sea-erosion problems; dam safety; water use efficiency, etc. • Training programme/ familiarisation visit already drawn up & to commence from 10.06.2013 to 28.06.2013. • Participants – Officers of the level of SOs to Directors & equivalent. • 5 days [ 1 day in Delhi & 4 days training/field visit at NWA, Pune]
