  2. BCT Detainee operations begin at the BCT level. The BCT commander or a designated subordinate commander or brigade special troops battalion (BSTB) commander serves as the OIC for detainee operations.

  3. POINT OF CAPTURE The person responsible for detainee operations might be as junior as a team or squad leader. The senior member of the capturing unit present with the detainees is responsible and possesses the authority to ensure the humane treatment and proper handling of detainees. The capturing unit releases the detainees to the custody of combat support MP soldiers

  4. Detainee Operations • Army forces are successfully conducting detainee operations to include the capture, care and control of detainees. All captured or detained personnel shall be treated humanely, and all intelligence interrogations, briefings or tactical questioning to gain intelligence from captured or detained personnel shall be conducted humanely, in accordance with applicable law and policy.

Detainee visitation rules and guidelines • Only immediate family members or the detainee's lawyer are authorized to visit • Family members and lawyers are not authorized to visit at the same time • Visitations must be scheduled in advance and will not be granted the same day they are scheduled • The maximum number of visitors permitted for one detainee is six; no more than three adults at a time • Each visitation will last one hour • Visitors are only allowed to bring items listed on the visitation rules form

  6. New Detainee Operations Rule • The U.S. military has drafted new doctrine for prison operations that aims to fix problems that contributed to abuse in Iraq, but rights groups complain it formalizes a category of detainees who are denied Geneva Conventions protections.
