  2. State Constitutions • States had more power than the US Government

  3. Articles of Confederation • Placed more power in the State Government than the Federal Government • Democracy- Government by the people • Republic- Government run by people through elected representatives

  4. Articles of Confederation Lacked? • Taxes • Trade • Troops

  5. Shay’s Rebellion • Farmers rebelled against government tax. • With no Standing army, takes United States time to suppress the rebellion

  6. Constitutional Convention • Occurs in Philadelphia • Weakness of Articles of Confederation • Creation of Constitution

  7. The Great Compromise • Virginia Plan- • Big states want more representation in Government • Based on Population • House of Representation created

  8. Great Compromise • New Jersey Plan • Small states want equal representation • No based on population • Senate is created

  9. Great Compromise • Three Fifths Compromise- • Slaves would be counted as 3/5 of a person

  10. Branches of Government Executive- President Legislative- Congress Judicial-Supreme Court

  11. Constitution • Federal powers- Declaring war, interest rates • State Powers- Education, highway • Concurrent- taxes

  12. Separation of Powers • Each branch has its own area of authority

  13. Checks and Balances • No one branch has more power than the others.

  15. Anti-Federalist • Opposed the Constitution • Opposed Strong Federal Government

  17. George Washington • 1st US President • Washington Opposed Political Parties • Warned against becoming involved with foreign conflicts
