  1. PENALTY ENFORCEMENT

  2. RULEBOOK “ALL OFFICIALS ARE RESPONSIBLE FOR DECISIONS INVIOLVING THE APPLICATION OF A RULE, ITS INTERPRETATION, OR ENFORCEMENT.”

  3. MECHANICS MANUAL “OFFICIAL CALLING FOUL IS PRIMARILY RESPONSIBLE TO SEE THAT REFEREE AND UMPIRE ASSESS PENALTY PROPERLY IN ALL RESPECTS.”

  4. BOTTOM LINE PENALTY ENFORCEMENT IS NOT THE REFEREE’S RESPONIBILITY ALONE.

  5. TONIGHT’S AGENDA • BASICS ( “3 & 1 PRINCIPLE”, SPOTS) • RUNNING PLAY ENFORCEMENTS • PASSING PLAY ENFORCEMENTS • KICKING PLAY ENFORCEMENTS • MULTIPLE FOULS

  6. BASICS (SOME FUNDAMENTALS) • ANY PENALTY CAN BE DECLINED • A PLAYER WHO COMMITS A DISQUALIFYING FOUL MUST BE EJECTED, EVEN IF THE YARDAGE PART OF THE PENALTY IS DECLINED • A FOUL THAT TAKES PLACE SIMULTANEOUS WITH A SNAP OR FREE KICK IS DEEMED TO HAVE OCCURRED DURING THE DOWN

  7. BASICS (PHILOSOPHY) • BASIC PHILOSOPHY IS THE PRINCIPLE THAT A TEAM IS ENTITLED TO THE ADVANTAGE OF ALL DISTANCE GAINED WITHOUT THE ASSISTANCE OF THE FOUL

  8. BASICS • THE RULES TELL US WHERE TO PENALIZE EACH FOUL FROM. • SOME WILL SAY FROM “PREVIOUS SPOT” • SOME WILL SAY FROM “SUCCEEDING SPOT” • SOME WILL SAY FROM “BASIC SPOT” • SOME WILL SAY FROM “SPOT OF FOUL”

  9. BASICS • SPOTS • PREVIOUS SPOT • SUCCEEDING SPOT • SPOT OF THE FOUL • SPOT WHERE RUN ENDS • SPOT WHERE KICK ENDS • BASIC SPOT • POSTSCRIMMAGE KICK SPOT

  10. SPOTS • PREVIOUS SPOT = • POINT FROM WHERE THE BALL WAS LAST PUT IN PLAY • SUCCEEDING SPOT = • POINT AT WHICH THE BALL IS NEXT TO BE PUT IN PLAY

  11. SPOTS • SPOT OF THE FOUL= • POINT AT WHICH THE FOUL OCCURS. (IF OUT OF BOUNDS BETWEEN THE GOAL LINES, IT SHALL BE THE INTERSECTION OF THE NEARER IN-BOUNDS LINE AND THE YARD LINE EXTENDED THROUGH THE SPOT OF THE FOUL.

  12. SPOTS • SPOT WHERE RUN ENDS = • WHERE BALL IS DECLARED DEAD IN A PLAYER’S POSSESSION • WHERE PLAYER POSSESSION IS LOST ON A FUMBLE • WHERE A BALL IS HANDED OFF • WHERE AN ILLEGAL FORWARD PASS IS THROWN • WHERE A BACKWARD PASS IS THROWN • WHERE AN ILLEGAL SCRIMMAGE KICK BEYOND THE NZ IS MADE • WHERE A RETURN KICK OCCURS

  13. SPOTS • SPOT WHERE KICK ENDS = A SCRIMMAGE KICK THAT CROSSES THE NZ ENDS AT THE SPOT WHERE POSSESSION IS GAINED OR REGAINED OR THE BALL IS DECLARED DEAD BY RULE • EXCEPTIONS: • A SCRIMMAGE KICK THAT ENDS IN TEAM B’S END ZONE IS DECLARED TO HAVE ENDED AT THE TEAM B-20 YARD LINE

  14. SPOTS EXCEPTIONS (CONT.): • ON A FAILED FIELD GOAL ATTEMPT, UNTOUCHED BY TEAM B BEYOND THE NZ, AND DECLARED DEAD BEYOND THE NZ, THE KICK IS DECLARED TO HAVE ENDED AT THE PREVIOUS SPOT. IF THAT PREVIOUS SPOT IS BETWEEN THE TEAM B-20 AND THE GOAL LINE, THE SPOT WHERE THE KICK ENDED IS THE TEAM B-20 YARD LINE.

  15. SPOTS EXCEPTIONS (CONT.): • IF A TEAM A PLAYER BATS A SCRIMMAGE KICK IN TEAM B’S END ZONE AND THE KICK WAS UNTOUCHED BEYOND THE NZ BY TEAM B, TEAM B MAY ELECT A TOUCHBACK WHEN THE BALL IS DECLARED DEAD.

  16. SPOTS • BASIC SPOT MANY PENALTIES WILL STATE THAT THEY ARE ENFORCED FROM THE “BASIC SPOT”. THIS SPOT DIFFERS DEPENDING ON THE TYPE OF PLAY THAT WAS IN PROGRESS WHEN THE FOUL OCCURRED.

  17. “3 & 1 PRINCIPLE” OF BASIC SPOT ENFORCEMENT A A1 A2 = Basic Spot X X B1 B2 = Location of foul A1 B1 A2 B2
