  2. Workshop on incepetion report objectives • Present the project and its planning • Present the work carried out in the inception phase • Collect and register comments from people concerned to finalize the inception report and have the people well informed about the project expected results and activities

  3. PART I : CONTEXT AND RESULT OF INCEPTION PHASE Context : Water issues in the Drini river basin Project logical framework - 6 Results Result 5 : new activities proposed / ToR

  4. ISSUES IN DRINI BARDHE RIVER BASIN Drini Bardhe River Basin Towns more than 50 000 inhab. without Waste Water Treatment Plant shared with riparian countries Irrigation perimeters to rehabilitate Constructions in flooding areas Uncontrolled extraction in river beds, erosion hazard Solid wastes in river, dumping on river banks WFD- River Basin Management Plan- Pogramme of measures

  5. Overall objective of the project Simplify new version To contribute to improved environment conditions of KOSOVO so that water resource are managed in a sustainable manner meeting EU standards In Terms of reference The continued and sustainable improvement of environmental conditions including the management and control of water resource, to meet EU standard, particularly in relation to public health and economic development

  6. Result 1: Information system for integrated water resource management Monitoring System Result 2: Result 3: Modeling tool box (Water demand, water balance) Result 4: Flood planning Waste Water Management Planning Result 5: Institutional support to River Basin District Authorities Result 6: Training and Capacity building PART 1.B.1: Project Logical framework : 6 results Proposal : reduce the number of results to 6

  7. Better knowledge and tools for River Basin management Monitoring system Indicators, Water quality evaluation Feasibility, Involvement of stakeholders River Basin Authorities Laboratory analysis Data capture and storage, exchange Data use for planning, decision Insure the quality of data Synthetic information for public and stakeholders inputs Programme of surveillance (WFD) GIS and data bases Unique code, links Completeness, Consistency Tools box of modelsAssumptions, scenario Water balance, flood Realistic objectives and Plans Result 1 - 2 Result 3 - 4 Result 5

  8. PART 1.B.2: Groups of activities 1st group : prepare for the future Clarify role of institutions, improve co-ordination Steps for more reliable data and functional information system Steps for using modeling tools for planning 2nd group : practically oriented – responding to urgent needs Water quality assessment on a pilot basis Improvement of the monitoring network ToR for Waste Water Treatment Plan Flood protection Plan

  9. Result 5 : Institutional support to River Basin District Authorities • ACTIVITIES related to New RESULT Nr. 5 • Contribute to the clarification of respective roles and responsibilities of the different institutions • Support the drafting and redrafting of regulatory texts and the implementation of practical tools and procedures • Support the development of institutions at river basin level

  11. Pilot project approach A zone, like a sub-basin will be select to apply methods developed, and to gain knowledge about problems : a) Selection of a pilot zone and the method to test b) Establishment of a working group including technical staff from for different institutions: * water department, KEPA, Hydrological institute * municipalities * drinking water supplier * irrigation service supplier or users association, etc * people from university

  12. Part IV - General work plan Outputs Data register Data status report Pilot project (PP) Findings PP Pilot project (PP) Water balance Flood planning Pilot project (PP) RBA Inst Dev. Plan Evaluation report

  13. Main elements of the pilot approach Develop know-how - by applying the methodology to a pilot zone, identify difficulties, - work out solutions using technical information and cooperation between institutions Use know-how acquired for - revising or developing methods and manuals - replication or extension to a wider zones

  14. Training and capacity building - further identification of needs - targeted groups - type of training: workshops, on-the-job training - study tours

  15. Further identification of training needs A preliminary training plan has been elaborated during inception period By working in close contact with beneficiaries, the project team will have a better picture of the existing know-how and knowledge of the staff. For different activities, a training component will be developed focusing a particulartechnical issues.

  16. Participants of the Inception Workshop • Twenty four participants from key institutions • European Agency for Reconstruction • Water Department of the MESP • Kosovo Agency for the Protection of the Environment (KEPA) • Institute for Hydro-meteorology • Ministry of Agriculture, Forestry and Rural Development • Independent Commission for Mines & Minerals • Regional Irrigation Company Dukajini-Radoniqi • Radoniqi Hidrosistemi • University of Prishtina • Municipality of Gjakova • Project team
