  1. Transparency: 2nd stage proposal

  2. Background • Transparency underpins development of effective, efficient and integrated markets • ERGEG NW-GRI focused so far on daily gas flows & capacity • Progress being made to deliver agreed outputs by December 2008 • More work for some companies but hopefully all will be delivered – it has made a big difference! • GRI-NW shows where there is a will good progress can be made

  3. Potential scope for 2nd stage • Stage 2 should build on significant improvements being delivered in stage 1 • Continue to focus on list of minimum transparency requirements – now endorsed by: • EFET • GEODE • IFIEC • Eurogas • Eurelectric • CEDEC • OGP • 2 broad workstreams envisaged

  4. 2 broad workstreams • Workstream 1: Expanding scope of information provided at existing cross-border points • Workstream 2: Improve information delivered in stage 1 – frequency and consistency of provision

  5. Workstream 1

  6. Workstream 2 • Quality of information provision is crucial: • Definitions • Units of measurement • Raw data and accessible • Frequency of provision – closer to real time • More effective and efficient commercial decisions • Recognise there may be additional costs • Deadline for delivery: 31 December 2009

  7. Next steps • Initial proposal to stimulate debate: • Other market participants: Have we missed anything? • TSOs: Does this look reasonable? • Regulators: Could TSOs recover efficient costs? • Workplan should be developed by 31 March 2009 – regular progress reports
