To exercise informed judgment to identify the areas to be retained and enhanced and should be redeveloped; judgment levels: -layout &access -building repair and alteration -aesthetic and culture

  2. Concept of Conservation It can be linked to the increasing pace of widespread development and redevelopment in towns and cities and the rapid development outward pressure on the fringe of settlements List of buildings of special Architectural or Historic Interest which gave a measure of protection

  3. To identify conservation areas Legislation should take into account the need to protect whole areas of the urban landscape To draw the attention to the importance of the spaces between buildings and the contribution of groups of buildings that were not necessarily of architectural or historic interest, to the enclosure and definition of urban spaces To develop a language by which people could describe and assess the values and experience of these areas. This will identify and evaluate conservation areas

  4. Preservation OR Conservation Preservation: buildings should be retained in their original state, regardless of the need to adapt to changing circumstances in order to ensure their survival without massive gov. aid. Conservation: preservation + enhancement
