  1. Safety Coordinator Report on the Transportation and Traffic Safety Committee Meeting 1/23/2012

  2. Workplace Substance Abuse Program • The WSAP Committee (Christel Caitlin, Madelyn Bello, Michelle Lee, Mari Cook) discussed the WSAP policy and implementation plan. • Propose: post accident test for any Lab employee driving an Lab vehicle involved in an accident on Lab property

  3. Workplace Substance Abuse Program • Discussion: • How is this addressed elsewhere? • Some workplaces test post-accident only when required by investigating officer (cause) • Determination of what is an “accident” • Lots of Lab vehicles have dents and dings. • Policy could discourage reporting or encourage delay in reporting.

  4. GEM Car Safety • The IT Division has asked about action on GEM car safety • Facilities has developed policy Status: • Desire to prohibit GEMs being driven offsite • Issue has been under discussion for several months • Richard DeBusk to perform risk analysis, report to management

GEM Car Safety The National Highway Traffic Safety Administration (NHTSA) in 1998 established safety standards for low speed vehicles (LSVs) • to be used on "short trips for shopping, social, and recreational purposes primarily within retirement or other planned communities with golf courses." • They must be able to go at least 20 mph but no faster than 25 mph. • Basic features are required: headlights, taillights, stoplights, turn signals, reflectors, parking brakes, rearview mirrors, windshields, safety belts, and vehicle identification numbers.

  6. Safety Testing • Low Speed Vehicles, electric cars similar to golf carts, don't fare well in even relatively low-speed crashes with passenger cars, according to tests carried out by the privately funded Insurance Institute for Highway Safety. http://www.iihs.org/news/rss/pr052010.html

  7. GEM Cars in Crash Tests • The Insurance Institute for Highway Safety performed side impact crash tests using Gem Car electric LSVs. • The cars were subjected to a 31 mph side hits from a standard side crash impact test barrier as well as from a Smart ForTwo ultra-compact car. • In both tests, instruments on the crash test dummy suggested what would have been "severe or fatal injury to a real person."

  9. Facilities Vehicle/Traffic Issues • Gene Tucker reports 1 vehicle in January. Forklift became unstable after running over rough road and manhole cover. It dropped the load onto a parked personal vehicle, causing damage. Excessive speed assumed cause. Facilities Safety Committee reports complaints about visibility at intersection of McMillan Road and S Road (below B76). Also crosswalk location is before the limit line.
