This study examines the effect of the history of the HWTF campaign on North Carolina's tobacco policies and youth smoking behavior based on NC Youth Tobacco Survey data from 2001, 2003, and 2005. The analysis shows an increase in the number of TFS policies passed in the state, attributed to HWTF funding, alongside trends in smoking rates among high school students.
