  2. Today’s Agenda • A look at the latest memo from SED, “Update on Common Core Regents Exams” • What’s in the School Administrator’s Manual (2013)? • Directions for Administering Regents Exams • Information Booklets • Nassau BOCES Test Scoring Procedures

Common Core Update • First commencement-level math course culminating in a Regents Exam in June 2014 or later, must take the Common Core Regents Exam in mathematics- Algebra I • No students are required by the State to (take) pass this exam (CC ELA) until the students who first entered grade 9 in the 2013-14 school year graduate in June 2017.

  4. Common Core Update • At local discretion, students may take the Regents Exam that measures the 2005 Learning Standards in addition to the Common Core Algebra I and ELA • ELA: January 2014, June 2014 and August 2014 administrations only. • Algebra I: the June 2014, August 2014 and January 2015 administrations • Geometry: the June 2015, August 2015 and January 2016 administrations • The higher of the two scores may be used for transcript and other local purposes. The higher score will be used for accountability and other State purposes.

  5. Common Core Update • Delay! • Graduation rate data at 65 and higher versus aspirational college and career-readiness, at least 75 in English and 80 in math. • Class of 2022 - the higher of the two scores may be used for transcript and other local purposes. The higher score will be used for accountability and other State purposes.

  6. Common Core Update • Common Core Scale: 0 – 100. • 5 performance levels. • Cut scores for the performance levels will be recommended in June to the Commissioner, subject to the approval of the Board of Regents – process of “standard setting.”

Common Core Update • The raw score to scale score and performance level conversion chart for the Common Core Regents Exams in Algebra I and ELA will be available no later than Rating Day on June 26, 2014. • In addition, the Department will release these Common Core exams in their entirety shortly after Rating Day. A percentage of test questions will include detailed annotations.

Section One Admission Requirements • Regents Exams • In accordance with Section 8.2 of the Rules of the Board of Regents, all students who have completed the course of study leading to a Regents Exam have the right to be admitted to that exam. • Students may not be barred from an exam for disciplinary reasons or because their achievement in a subject is considered unsatisfactory. • In the case of a science Regents Exam, only students who have also met the laboratory requirement, which includes 1200 minutes of hands-on laboratory experience with satisfactory laboratory reports, may be admitted.

Section One Testing Students Enrolled in Other Schools • Students enrolled in a high school other than the school in which an exam is to be administered must provide the test site administrator with written permission from their home school principal before being admitted to a State exam. • The test site administrator must retain the written permission from the home school administrator for a minimum of one year from the date of testing. • The school administering the exam must require that students from other schools provide adequate prior notice and present satisfactory personal identification. • The school may establish its own policy with regard to charging nonresident students a reasonable fee to cover administrative and rating costs.

Section Two • Under no circumstances may the sealed packages of secure exam materials (test booklets, teacher dictation copies, scoring keys, and rating guides) be opened while the inventory is being conducted. • The packages may not be opened until the day of the exam, and no earlier than is necessary to permit the distribution of materials prior to the scheduled starting time.

Section Two • Proctors • Chief Proctor – Deputy Proctors – male and female • Distribute specific directions for administering and scoring exams • Proctor orientation session • Complete and sign the Deputy and Proctor Certificate indicating that the rules and regulations for administering exams were properly observed.

Section Two • Conflicts – student scheduled to take more than one exam at a time • Principal’s decision • No extra time – 3 hours for each exam • Student is to remain sequestered under close supervision • Time regulations • Principal’s discretion – schools may begin exam earlier than the specified time • Any student who leaves the room will have his or her test invalidated and no score will be entered.

  17. Section Two • To allow for all possible outcomes of procedural due process, the student should be allowed to complete the exam. The incident must be reported promptly to the school principal. If the principal determines that the student had a prohibited device in his or her possession during the test administration, the student’s test must be invalidated. No score may be calculated for that student. • The incident must be promptly reported, in writing, to OSA by fax to 518-474-1989 or by e-mail to emscassessinfo@mail.nysed.gov, as is the case for all student-related testing irregularities, misadministrations, or other violations of State testing policy and procedures. • When you fax or email your letter to the state, Please send the same letter to Nassau BOCES by email or fax to 516 608-6616 the same letter you send to OSA.

  21. Section Three • Principal is responsible for the entire rating process. • Effective January 2013, teachers are no longer permitted to score their own students’ answer papers. This means that teachers currently instructing students in the coursework associated with a particular Regents Exam or RCT may not score those students’ answer papers for that exam. This prohibition includes special education and academic intervention services (AIS) teachers.

  22. Section Three • The teachers rating each answer paper must write their name or initials clearly on the answer paper or scoring record, as required. • Teachers must rate strictly according to the scoring materials provided by the Department. • They may allow credit for other answers to open-ended questions only if those answers are clearly equivalent to that indicated in the scoring material. • A teacher may not give credit for answers that the teacher considers merely “possible” or “reasonable.”

Section Three How many teachers are needed to score a student’s exam? • Regents Comprehensive Examination in English – 2 • Regents Examinations in Global History and Geography – 2 • United States History and Government – 2 • Living Environment – 2 • Physical Setting/Chemistry – 2 • Physical Setting/Earth Science – 2 • Physical Setting/Physics – 2 When do you need a third teacher? • Regents Examinations in English and social studies, a third teacher must score all essays when the scores of the first and second raters differ by more than one credit • Regents Examinations in Integrated Algebra – 3 • Geometry – 3 • Algebra 2/Trigonometry – 3

Section Three • Schools are not permitted to rescore any of the open-ended questions on any Regents Exam after each question has been rated the required number of times as specified in the rating guide, regardless of the final exam score. • Schools are required to ensure that the raw scores have been added correctly and that the resulting scale score has been determined accurately. • Principals and other administrative staff in a school or district do not have the authority to set aside the scores arrived at by the teacher scoring committee and rescore student exam papers or to change any scores assigned through the procedures described in this manual and in the scoring materials.

Section Three • Errors! • If less than 5% or 5 students – make arrangements for the correct score to be assigned to the student and notify the Office of State Assessment (OSA). • If more than 5% or 5 students, principal must get written permission from OSA first to have student papers rescored.

  27. Section Four Materials Returned to the Department in Regents Boxes The following materials must be returned in the Regents boxes: 1. Examination Scoring Certificate. Keep a copy. 2. Deputy and Proctor Certificate. Keep a copy. 3. Examination Storage Certificate. Keep a copy. 4. All copies, used and unused, of restricted test booklets and answer booklets/answer sheets (Include all Part 2 test booklets, where applicable.) 5. All scoring materials, including rating guides, for restricted tests 6. All scrap paper used by students taking any restricted test 7. All rating guides, student answer papers, and any reference tables used by students for the restricted January edition of the Regents Examination in Physical Setting/Physics 8. All copies of braille and large-type exam materials 9. Padlock keys (Insert padlock keys into the special envelope provided before placing them in the Regents box.) 10. Any Regents Exam and RCT answer papers indicated by the Department Review Request form unless this form specifies an alternate address to which these answer papers must be shipped

Section Five • Parents question accuracy of rating. • If it cannot be resolved at the school or district level, the superintendent may arrange for the paper to be reviewed, for advisory purposes, by teachers from a neighboring school or district. • If the superintendent or chief administrative officer makes a determination to correct the student’s score based on the feedback received, he or she must provide written notification to the Department. (See Finality of Exam Scores on page 2 of Section Three of this manual.) • If this failed to resolve the rating of the answer paper, the superintendent or chief administrative officer may send the answer paper to OSA for further review.

Directions for Administering Regents Examinations June and August 2014 Administrations Directions to Students Before a Regents Exam begins, advise students: • to remove all books, notes, or other aides from their reach or sight during the exam; • to read the questions carefully and to follow instructions; • to make sure that they have completely filled in the heading of the answer sheet or answer booklet; • to use a pencil when they are making drawings and diagrams; • not to erase answers written in ink; • to sign the student declaration at the proper time; • that any attempt either to obtain or give aid will result in the termination of their exams; and • that the possession or use of any communications device such as a cell phone or pager is prohibited and will result in the invalidation of their exams.

Directions for Administering Regents Examinations June and August 2014 Administrations Other Sample Instructions: • ELA: The essay booklet is available on the Department’s web site at http://www.p12.nysed.gov/assessment/hsgen/home.html#fui • Schools must print sufficient copies to provide one to each student. Students may use scrap paper, provided by the school, for planning essays. • There are different essay booklets for Common Core ELA and the Comprehensive English. • Chemistry: Distribute one answer sheet, one answer booklet, one exam booklet, face up, and one copy of the 2011 edition of the Reference Tables for Physical Setting/Chemistry to each student. (The answer booklets are printed on ivory paper and are shrink-wrapped in the same package with the exam booklets.)

Information Booklets • Contact Persons: For information about the rating of the Regents Examinations in Global History and Geography and United States History and Government, contact Donna Merlau or Greg Wilsey of OSA at 518-474-5900. • Scoring keys and rating guides will be posted on the Department’s web site at http://www.p12.nysed.gov/assessment/scoring/ at approximately 11:00 a.m. for morning exams and approximately 3:00 p.m. for afternoon exams in June. • All scoring keys and rating guides will be password protected. The school principal will receive an e-mail.

  35. Information Booklets • Qualified raters include teachers of Grades 7–12 social studies and special education teachers who are knowledgeable about the Global History and Geography or United States History and Government curriculum. Raters should have previously received some school-level, district- level, or regional training on scoring social studies essays or scaffold questions as part of the turnkey training process. • Scoring Coordinator responsibilities • How to organize committees and assign rating responsibilities. • Before student responses can be read and rated, each school must set up a procedure for collecting, arranging, and processing the answer papers and for maintaining records of the exam results.

  36. Information Booklets • If the students’ responses for the multiple-choice questions are being hand scored prior to being scanned, the scorer must be careful not to make any marks on the front of the answer sheet except to record the scores in the designated score boxes.   37. Answer Sheets • District Walk-in files – due no later than June 10. We will print and you can pick up on Friday, June 13. • Meet with your department chairs and guidance counselors. • Use the Regents Maximum Scores report in the IDW. • June Regents answer sheets should be returned to Nassau BOCES by June 30, if your district is not Fast Scoring. • If your district Fast Scores, you will not be returning any answer sheets.

  39. Emergency Exam Materials • Pick up of additional materials is on the day of the exam. In June 2013, it was 8:00 am for morning exams and 11:00 am for afternoon exams. • The person picking up the exam • Must present picture ID. • Submit a letter on school letterhead which states the name of the person picking up materials. • The exact materials including quantity must be stated in the letter. • It must be signed by the principal. • The letter must be countersigned and the log must be signed by the pick-up person. • The log and letters are submitted to the NYSED.   40. When to Use an Extra Answer Sheet • A pre-printed sheet is not available for the student.* • The pre-printed sheet was damaged or destroyed prior to test administration. • The student’s ID is incorrect. * If you extracted your Student/Course File from your Student Management System and the student was missing, go back to your student system and Level 0 and check that the student has been added. Extra Answer Sheet • When using an extra answer sheet, all information in the heading should be filled out. • Use the official 9 digit local student ID number on the answer sheet, including leading zeros. • If the student is not from your district, make sure that his or her home school’s name and BEDS code is on the answer sheet. • Do not assign a “pretend” ID. • Only use a blank answer sheet provided by Nassau BOCES.
