  1. Implementation of National Occupational Standards 2012-13: Health & Social Care, Children’s Care Learning and DevelopmentAnn McSorley

  2. Changes to National Occupational Standards • 215 HSC new or revised NOS - 148 HSC plus 67 imports • 88 CCLD new or revised NOS – 67 CCLD plus 21 imports • Greater links between the two suites (3 of 4 core standards are the same in both HSC and CCLD). This will strengthen and support mobility of the workforce in the future • Both suites have a ‘knowledge compendium’ to be used across each suite

  3. Implementation of NOS The standards received final approval from UK Centre for Employment and Skills (UKCES) in August 2012. They will be implemented in the following areas: • Review of award structures • Revising existing assessment strategy • Credit rating and levelling of NOS • Core skill mapping (MA framework) • Revising skill sets • Work to be completed by Feb 2013 Survey of sector on the above held in July/August 2012

  4. Award structures • Feasibility study carried out in early 2011 on integration of CCLD with HSC (C/YP) for SVQ levels 3 and 4 • SSSC developed possible structures and undertook survey of sector on the preferred option. Central to this was a re-alignment of the standards within the SVQ framework ... • SVQ Level 2 in CCLD - Agreement from sector that SVQ level 2 in CCLD will reflect framework of HSC with 6 units. SVQ 2 will consist of 4 mandatory units (Support Effective Communication, Develop own knowledge and Practice, Support Health and Safety of yourself and individuals and Support the safeguarding of children) plus 2 optional units

  5. Preferred option SVQ 3

  6. Preferred option SVQ 4

  7. Rationale • The recent review of NOS in HSC and CCLD is a key component in achieving the strategic aim of the SSSC and our UK partners in having 'a skilled workforce with the skills, knowledge and values to deliver safe, high quality and professional services that promote public trust and confidence'  • Feedback from the feasibility study indicated the sector considered it ‘feasible and desirable’ for merging SVQ qualification structures • The proposals will provide greater consistency across adult and children/young people sectors and greater flexibility for individuals wishing to move between sectors • The NOS review has provided greater number of common standards between HSC and CCLD which would facilitate these proposals

  8. Other activity in SSSC on standards and workforce development • Review of Leadership and Management for Care Services (LMCS) john.yellowlees@sssc.uk.com • Step into Leadership http://workforcesolutions.sssc.uk.com/leadership/index.html • Implementation of NOS 2012-13 : Health & Social Care / Children’s Care Learning and Development ann.mcsorley@sssc.uk.com
