  3. Reforming delivery andstrengthening local accountability • Enhanced local Delivery Plans and accountability structures relating to young people. • Improved children’s commissioning arrangements. • Data systems and data sharing protocols are in place.

  4. Support for Universal Provision • Effective drug education in schools and onward referrals • Effective joint communication strategies • The development and delivery of Social Inclusion Projects

  5. Early Identification and Intervention activities • ‘Hidden Harm’ (Children of drug misusing parents are safeguarded) • Intervention programmes relating to truants and excludees are in place • The LA and partner agency contributions are developed to address the needs of Young Offenders

  6. Home Office Targets - ‘Complimentary or Contradictory?’ • Reduce crime and the fear of crime; improve performance overall, including by reducing the gap between the highest Crime and Disorder Reduction Partnership areas. • Improve the delivery of justice by increasing the number of crimes for which an offender is brought to justice to 1.2 million by 2005-06; with an improvement in all CJS areas. • Deliver effective custodial and community sentences to reduce re-offending and protect the public. • Increase value for money from the Criminal Justice System, and the rest of the Home Office, by 3%; and ensure annual efficiency gains by the police of at least 2%.

Justice performance measures and children… asking the questions • Are they suitable for addressing the needs of children? • Do they enhance the multi agency commitment to meeting the needs of children? • Are they capable of identifying the failure of agencies to meet the needs of children? • Do they help to focus and prioritise the activities of the justice sector in meeting the needs of children? • Do they provide a stimulus to the justice sector to improve its performance relating to children?
