TXO Railcar Loading Racks Installation: OSHA Compliance and Variance Overview

In May 1999, TXO installed new railcar loading racks to meet OSHA's fall protection standards. However, the installation encroached on the mandatory rail corridor clearance of 22 feet from the top of rail and 8 feet 6 inches from the tracks' centerline. To address this, TXO requested a variance, which was granted with specific conditions regarding the corridor clearance requirements. This document presents excerpts from the variance and the associated conditions, detailing the compliance measures taken by TXO.

  1. Background: • In May of 1999, TXO installed new railcar loading racks required for fall protection by OSHA. • The installation of these racks encroached on the required rail corridor clearance area of 22’ from top of rail and 8’6” from centerline of tracks. • TXO requested and received a variance, with conditions attached, to the corridor clearance requirements. • The following slides are excerpts from the variance and the conditions stated within.
