ASM Dimension in FRA Definition A specified airspace within which users may freely plan a route between a defined entry point and a defined exit point, with the possibility to route via intermediate (published or unpublished) way points, without reference to the ATS route network, subject to airspace availability. Within this airspace, flights remain subject to air traffic control. ERNIP Part 1 – Airspace Design Methodology, chapter 6.5

  3. ASM Dimension in FRA Current applications Essentially based upon designated entry/exit points with DCT routeing in between Mostly relies upon ATC intervention

ASM Dimension in FRA - FUA - designed around routes structure - Alternative methods needed in FRA, e.g. Dynamic airspace management (DAM) Early access to weekend routes – (CZ,FR,BE,NL,PL,CH,HU,UK*) Prior coordination procedures (PCA) Reduced coordination airspace (RCA) Position and extent of TSA/TRAs

  5. ASM Dimension in FRA Information sharing Today, route availability assessed with respect to TSA/TRAs status During military activity periods, limited off-route GAT IFR activity

ASM Dimension in FRA Information sharing - FRA It is vital that all active TSA/TRAs are notified to NMOC and published All actors will need to have access and to process the latest available information Information needed in electronic form (eAMI , which contains EAUP/UUP with TSA/TRAs, CDR1/2s) RAD could include restrictions in use for entry/exit points

ASM Dimension in FRA Flight planning - FRA FPL originator is responsible to submit a route which avoids active airspace reservations UNLESS Published FRA ensures that tactical rerouting will be given; The expected maximum additional length shall be published in national AIS publications A flight may be affected by more than one TSA/TRA Publication of intermediate points, 5LNC or Lat / Long No limitation on the use of DCTs other than those recommended by ICAO (max 200NM), e.g. DCT across FIR/UIRs Changes on the flight planning systems Changes in IFPS – (variable lower levels of FRA across Europe, transition from FRA to fixed routes, distances from reserved airspace, entry/exit reqs)

ASM Dimension in FRA Civil – Military Pre-tactical allocation of airspace by AMCs performed in accordance with priority rules established at ASM Level 1 For FRA the basis of these priority rules needs to be re-visited Determination of airspace priority rules is a national responsibility Some States adopted priority rules for OAT/GAT For FRA the basis of these priority rules needs to be re-visited Need to harmonize OAT/GAT priority rules (such as in FABs)

ASM Dimension in FRA Additional Issues – Way Forward Develop and agree on the Reserved/Restricted airspace spacing methodology Improve AOs and FPSPs flight planning capabilities in order to take advantage of FRA Civil Military coordination protocols need to be reviewed Improve the notification process of ASM information in FRA Technical developments (IFPS, info sharing using B2B with AOs and FPSPs) Progress on ASM solutions Assess and harmonise ASM application in FRA environment
