  1. Comma 189 In attesa del riassetto organico del sistema di finanziamento delle amministrazioni locali in attuazione del federalismo fiscale di cui al titolo V della parte seconda della Costituzione, e' istituita, in favore dei comuni, una compartecipazione dello 0,69 per cento al gettito dell'imposta sul reddito delle persone fisiche. La compartecipazione sull'imposta e' efficace a decorrere dal 1 gennaio 2007con corrispondente riduzione annua costante, di pari ammontare, a decorrere dalla stessa data, del complesso dei trasferimenti operati a valere sul fondo ordinario di cui all'articolo 34, comma 1, lettera a), del decreto legislativo 30 dicembre 1992, n. 504. L'aliquota di compartecipazione e' applicata al gettito del penultimo anno precedente l'esercizio di riferimento.
