  3. Reform? • The reasonable citizens of the United States pushed for the termination of patronage. • These peeps were known as reformers. • They preferred the merit system.

  4. Reform? Pt. 2 • Rutherford B. Hayes came into office in 1876, and supported reform. (Independents) • Investigations • He fired two of the top officials of NYC’s customhouse (Senator) • Hayes didn’t run for reelection, uproar between Stalwarts and Reformers

  5. Reform Pt. 3 • Garfield nominated Chester A. Arthur as Vice- President. • Charles Guiteau shot Garfield after he was denied a job from him. • Chester A. Arthur then became president.

  6. Pendleton Civil Service Act • Result of Chester Arthur urging legislators • It was approved on Jan. 16, 1883, and it officially established a merit-based system (Selection, Supervision) • Also made it illegal to fire or demote employees for political reasons. • Bittersweet moment?
