Oversee and monitor employee hiring and dismissal procedures Establish measures to combat unemployment, and assist the unemployed Assist with labour oversight Enable unemployment insurance payments Assist with professional recycling and repositioning in the labour market (intermediation) Contribute to the CNIS – National Register of Social Information Generate statistics Objectives: CAGED

Oversee controls of the national component in labour under the 2/3 Law (two Brazilians hired for every foreigner) Assist with oversight of the FGTS and Social Provision Enable the payment of Wage Supplements (Art.   6. Immigration Control: • The instrument Brazil uses to control the entry of foreign workers is the Annual Compendium of Social Information – RAIS.

Studies of Mobility: • RAISMIGRA: This database is derived from the administrative records of the Annual Compendium of Social Information (RAIS), and it is used to monitor the geographical, sectoral, and occupational characteristics of workers’ long-term career paths. It is organized longitudinally, thereby allowing studies to be carried out into individuals’ mobility, duration, and reincorporation into the formal labour market.

RAISMIGRA Definition: • Database derived from the administrative records of the Annual Compendium of Social Information (RAIS). • Its purpose is the long-term geographical, sectoral, and occupational monitoring of workers’ career paths. • Organized longitudinally, allowing studies to be carried out into individuals’ mobility, duration, and reincorporation into the formal labour market.

  10. RAISMIGRA (MODELS) RAISMIGRA PANEL • Tracks the worker’s position over time, allowing studies of the individual’s mobility within the labour market to be carried out. RAISMIGRA LINKS • Tracks the formal employment relationship that exists between a company and worker, enabling studies of duration (times of employment and unemployment) and reincorporation.

RAISMIGRA It allows: • Planning and evaluation of professional training policies • Directing labour intermediation programs • Definition of public job creation policies targeting in-crisis markets • Evaluation of the impact of government tax incentives • Studies of the consequences of privatizations

Conclusion Reliable administrative records allow the monitoring of changes in the labour market and the definition of profiles and policies that can be adopted and used as indicators of a country’s needs and of its workforce. Administrative records can indicate flows of migrant workers, the activities that employ them, the wages they earn, and the positions they hold. 12
