  1. Phase 1 Project Status: Design • Received 100% design from FFP for Work Package A3, Trench Construction • Received 60% design from FFP for 2 Work Packages: • C4, National Bridge South • A5, Flower / Adams Overcrossing (Roadway & Structures) 1

Phase 1 Project Status: Construction • Completed negotiations of construction costs for Work Package A3, Trench Construction • Began utility relocations to support trench construction • Continued sidewalk modifications on West side of Flower Street between 23rd and Washington • Continued procurement of the 61” water line for Work Package A4, 61” Water Line Relocation • Continued potholing for utilities in Segment B and began potholing for utilities in Segment C • Completed storm drain line relocation between Adams and 23rd Street along Flower Street 2

Phase 1 Project Status: CPUC Grade Crossing Applications • 10 CPUC applications have been filed for the 44 crossings on the project that require CPUC approval • Protests have been filed on 8 grade crossing applications • An Administrative Law Judge has been assigned and a Pre-Hearing was held on April 5, 2007 • Expo Communities United submitted Amended Protest on May 4, 2007 • Expo response to Protest was filed on May 14, 2007 • One application was protested by CPUC staff • An amended application to address CPUC issues was submitted on May 14, 2007 3

  4. Phase 1 Project Status: Real Estate • Completed termination of 52 leases; 22 leases remain active • 14 parcels are certified • 14 property appraisals are complete • Offers have been made for 14 parcels • 6 agreements are signed and in escrow • 2 parcels have been acquired 4

Phase 1 Project Status: Third Party Agreements • 8 Third Party Agreements are necessary for the project • 4 agreements have been executed: • AT&T • Caltrans • City of Los Angeles • County of Los Angeles • 4 agreements are still being processed: • LADWP • Culver City • Golden State Water • Time Warner 5

Phase 1 Project Status: Government/Community Relations • Hosted the Downtown Corridor Status Update Community Meeting at the Galen Center • Briefed LAUSD OEHS and Dorsey High Principal (Farmdale crossing status update) • Briefed Expo Park Ad Hoc Traffic, Circulation and Parking Committee • Provided Expo speakers for the LANI Conference Rail Workshop • Conducted a tour of the Expo right-of-way for Congressman Waxman’s staff • Hosted a Legislative Staff Briefing for local, state and federal representatives • Conducted a tour of the Expo right-of-way for Assemblymember Feuer’s staff • Conducted a briefing for a European Delegation of architects and planners • Conducted a tour for Congressional staff members from Washington D.C. • Local match language for the Expo project was included in the Senate version of the SAFETEA technical corrections bill. Expo is working to ensure that this language stays in the final version of the bill approved by Congress. 6

Phase 1 Planned Activities: Design • Submit “Issued for Construction” drawings on Work Package A3, Trench Construction • FFP will submit 100% design for Work Package A2, Corridor Improvements from 23rd Street to Vermont Avenue • FFP will submit 85% design for 2 Packages: • B1, Utilities Vermont to Harcourt • B2, Corridor Improvements Vermont to Harcourt • FFP will submit 60% design for 3 Work Packages: • Work Package C1, Utility Improvements Harcourt to Venice • Work Package C2, Corridor Improvements Harcourt to Venice • Work Package D2, Trackwork Procurement and Installation • Start negotiation of construction costs for Work Package A2, Corridor Improvements 23rd Street to Vermont Avenue • Begin Construction Cost Estimate on 85% Work Packages: • B1, Utilities Vermont to Harcourt • B2, Corridor Improvements Vermont to Harcourt 7

Phase 1 Planned Activities: Construction • Continue utility relocation to support trench construction • Start CIDH/Secant pile drilling for A3 trench wall (823 CIDH Piles) • Start sewer line relocation between Adams and Washington on the East side of Flower Street • Complete demolition and reconstruction of curb and sidewalk on West side of Flower Street • Start installing street lighting system along West side of Flower Street between 23rd and Washington 8

Phase 1 Planned Activities: Government/Community Relations • Continue meeting with administrators, parents and teachers at schools sites along alignment to provide construction schedule and safety information tips • Continue meeting with various stakeholders in Segment A to discuss utility relocation work schedule, trench construction timeline and coordination items • Continue meeting with Expo Park Ad Hoc Traffic, Circulation and Parking Committee • Host Project Status Update Meeting for Segment B at Dorsey High School on June 20 • Host Urban Design Committee Meeting Real Estate • Continue real estate acquisition and lease termination activities Third Party Agreements • Negotiate Master Cooperative Agreements with Culver City and Time Warner 9

Summary of Jobs Program Activities: May 2007 • Continued to meet with Union Local 300 and Carpenters Union Local 409 Field Representatives to discuss progress in hiring new and existing union members from the Expo corridor. Will meet with the Unions on a monthly basis. • Work with PVJOBS to establish and implement job readiness and screening program for interested residents along the Expo alignment. • Distributed Expo Jobs Program information throughout the Expo Corridor to libraries, community organizations, senior centers and retail establishments • Established a networking relationship with the City of Los Angeles Association of Minority Business Opportunity Center (MBOC) to identify DBE firms for potential contracting opportunities • Continued to update database of individuals interested in seeking employment with the Expo Local Jobs Program. 13

Phase 2 Project Status: AA/EIS/Conceptual Engineering • Continued data collection on various environmental issues, e.g., biological resources, historic resources, etc. • Continued Phase 1 Grade Crossing Policy analysis development for LRT alternatives using LADOT traffic data • Continued monitoring of Metro Ridership model development • Continued development of BRT, TSM and build alternatives 14

Phase 2 Project Status: AA/EIS/Conceptual Engineering (cont.) • Continued identification of potential TPSS and ancillary facilities sites in support of environmental review • Installed noise and vibration monitoring equipment to establish baselines • Finalized Scoping Report and published it on the Expo website • Continued defining existing ROW ownership data 15

Phase 2 Planned Activities: AA/EIS/Conceptual Engineering • Continue collection of background information for environmental studies • Continue concept engineering of challenge areas such as west end terminal, I 405/Sepulveda, Venice / Sepulveda alignment • Monitor progress on Metro development of Ridership model • Complete significance threshold definitions • Meet with FTA Washington staff to review initial alternatives definition 16
