ESF 2 – Communications • Current Operations – • Coordinating cell/sat phone communications capability, phone line installations, analog phone deliveries, radios, etc • Prioritizing and escalating of communications restorations with carriers in impacted counties • 800 MHz State Law Enforcement Radio System SLERS is 98% operational w/ wide area connectivity. 2%-reduced coverage • 4 sites reduced coverage but operational • 1. Meacham in NW Escambia Co (Tower top amplifier failure, • UPS failure, tilted antennas) • 2. Leemo in S. Escambia (antenna tilted) • 3. Santa in N Santa Rosa Co (antenna tilted) • 4. Pensacola in Escambia Co (antenna tilted) • Kelly in S. Walton Co. repair is complete. • The (new) Niceville site is operational. • Eleven (11) sites are operating on generator due to AC power failure. Seven (7) restored since 9/18/04 • 51,244 customer wireline outages reported in Hurricane Frances impacted areas • 16,100 customer wireline repaired since yesterday 9/18/04 (Frances)

ESF 2 – Communications • Current Operations (continued) – • approx. 967,541 services restored since Hurricane Frances (voice and data lines) • 102,046 customer wireline outages reported in Hurricane Ivan impacted areas • 36,500 customer wireline repaired since 9/18/04(Ivan) • 99.22% average of wireless coverage reported- Hurricane Frances • 77.33% average of wireless coverage CAPACITY AVAILABLE in the areas impacted by Hurricane Ivan • Escambia Co- 1 SAT COLT - 1 SAT COW- 2 COWs • Okaloosa CO EOC -1 SAT COLT (expected to be disabled as cell site is coming back on air) • Ft. Walton Beach – 1 SAT COLT (expected to be disabled as cell site is coming back on air) • LSA#5 Duke Field -2 COWs2- T1's installed, 16 of 20 fax lines installed, 52 of 60 phone lines installed (60 wireless desk sets eta AM of 9/20/04) • Santa Rosa Co – 1 SAT COLT- 1 COW • 1 Phone bank deployed @ Milton High School is operational (cafeteria)

ESF 4&9 – Fire Fighting & Search & Rescue • Current Operations – • 2 Strike teams of ALS Rescures and 3 Strike Team of Engines deployed in Santa Rosa County • F1 TF-8 operational in Santa Rosa County • ALL FEMA USAR Teams being demobilized • Six P.I.O.'s on scene in Santa Rosa County • One P.I.O. on scene in Escambia County • 2 Mac units operational in Santa Rosa/Escambia Counties • 3 Tankers for fire scene water supplies on scene in Santa Rosa • Two (2) dispatchers for Santa Rosa County EOC on scene • Mobile Command Unit on scene iin Escambia County for Pensacola FD • Two Strike Teams of Water Tankers deployed for Santa Rosa Island Fire • Two Engines and 2 Hi Wheeled Vehicles deployed for Santa Rosa Island Fire Protection and One Engine Co. to Midway for Support

ESF 8 – Health & Medical • Current Operations – • Current DMAT Missions (Ivan) as of 9/20/2004 3:00pm. • Activated: FL-4 at Baptist Hospital, FL-3 at West Florida Hospital, OK-1 at Sacred Heart Hospital (all Escambia county) • 2 teams staged for multi-state response • 12 teams on alert for multi-state response • Deployed 145 professional staff and 2 community assessment teams (CATs) to affected areas. • 1 Epidemiology team deployed to conduct study of Special Needs Shelters • 1 NDMS Specialty Team and 56 NDMS/HHS staff augmentees deployed at Sacred Heart Hospital • 2 Special Needs Shelters (Escambia and Santa Rosa) open with approximately 212 residents as of 9/20/2004 4:00pm. • 18 medical facilities evacuated 368 patients as of 9/20/2004 12:00pm • Continuing to arrange EMS support for Escambia and Santa Rosa Counties • Additional deployed resources: Escambia (363 oxygen canisters, 702 portalets, 44 dumpsters, 800 DEET cans, 18 EMS units), Santa Rosa (896 oxygen canisters, 101 portalets, 32 dumpsters, 4 EMS units), Okaloosa (578 oxygen canisters).

ESF 8 – Health & Medical • Unmet Needs – • None at this time • Future Operations – • Monitor and support medical facility and special needs sheltering. • Respond to local health care services experiencing surge capacity overload. • Deploy response teams and environmental assessment teams to affected areas. • Develop long term temporary placement plan for special needs clients. • Develop medical response plan for barrier island re-entry issues.
