Recent Activities/Accomplishments July - October 2013 PROGRAM MANAGEMENT- DBO PROPOSAL • Received priced DBO Proposal from CH2M Hill on July 30th • Proposal determined responsive to technical, performance, and cost requirements • Negotiations with CH2M Hill completed • Board award of Service Contract recommended

PROGRAM MANAGEMENT- GRANTS & LOANS • Continued pursuit of SRF Loans: • Clean Water SRF Application • Submitted by the Agency for the regional facilities ($211M) • SWRCB seeking blanket authority to issue 30 year loans • Safe Drinking Water SRF Application • Submitted by Woodland for Woodland’s portion of regional and local facilities ($143M) • Eligibility based on lost well capacity due to exceeding MCL’s (nitrate) • Davis would be eligible upon consolidation of North Davis Meadows

PROGRAM MANAGEMENT- GRANTS & LOANS • Continued pursuit of federal commitment for Joint Intake funding • $13.7M committed to date, additional $3M sought • Continued pursuit of state commitment for Joint Intake funding • $10M committed to date, additional $6.7M sought • Westside IRWMP – DWWSP project included • Unfortunately, Westside IRWMP not offered grant by DWR

PROGRAM MANAGEMENT • Construction Quality Assurance services: • RFQ issued to solicit qualified firms • Pre-SOQ Workshop held on Sept. 30, 2013 • 14 firms attended • SOQ’s due on Oct. 11, 2013 • RFP to be issued on Oct. 24, 2013 • Proposals due Nov. 22, 2013 • TerraVerde energy analysis proceeding

ENVIRONMENTAL AND PERMITTING • Section 404 Permit: • Biological Opinion received from USFWS • Microbial Aerosol Study:Draft Final Report pending • Completed CEQA Addendum No. 5 (Air Emissions) • Efforts continuing with RD 2035 re: • Completion of Joint Intake Facility design • WAPA power sharing at Joint Intake • Use of existing intake during RWTF startup • Execution of Agency Settlement Contract w/ USBR • Securing of remaining grant fund commitments for Intake Facility

PLANNING, DESIGN, AND CONSTRUCTION • Continued efforts with PG&E to define system improvements/costs to serve RWTF and Joint Intake • Issued Contractor pre-qualifications document for Intake Facility • Continued coordination with MWH re: design for Agency equipment at Intake Facility and inclusion of SRF loan requirements in Contract Documents

Upcoming Activities/Milestones PROGRAM MANAGEMENT • Continue to pursue SRF low interest loans from Safe Drinking Water Act SRF (CDPH) and Clean Water Act SRF (SWRCB) • Offers from CW SRF and SDW SRF anticipated in November • Obtain federal and state commitments for remaining share of grant funds for the Joint Intake

  10. Upcoming Activities/Milestones (cont.) PROGRAM MANAGEMENT • Complete “Value for Money” analysis • Continue efforts to secure WAPA power at Joint Intake • Injection Testing for Woodland ASR Program • Finalize agreements with RD2035: • Operations Agreement • Intake Cost Sharing Agreement

ENVIRONMENTAL AND PERMITTING • Receive Biological Opinion from NMFS • Issuance delayed due to federal government shutdown • Obtain Finding Of No Significant Impact (FONSI) from Bureau of Reclamation • Obtain 404 Permit (US ACE) and State 401 Water Quality Certification • Begin negotiations for purchase of environmental mitigation credits • Complete Microbial Aerosol Study at RWTF Site

LAND AND ROW ACQUISITIONS • Complete “condemnation” for Riverbank Road • Finalize escrow for RWTF site purchased from City of Woodland • Complete negotiations for final property easements: • SNRR for transverse easement • Lillard for Davis Treated Water Main

  13. Upcoming Activities/Milestones (cont.) PLANNING, DESIGN, AND CONSTRUCTION • Complete plan with the Yolo County Farm Bureau for Road 22 closure coordination • Shortlist construction quality assurance firms and solicit proposals • Pre-qualify intake construction firms (RD 2035-October)
