  10. Action Items • MIS – Jan08-3 Update the Issues Process Management Guidelines and present to the MIS at its April meeting (Phil & Mike). STATUS – No progress. • MIS – Feb09-1 Submit a request to NERC/NAESB to revise e-tag protocol to allow source PSE to adjust e-tags (Brenda & Phil). STATUS – Letter being drafted.

MIS 2009 Proposed Goals • Through the MIS NAESB Work Group, support the MIC in increasing and strengthening the communication of NAESB activities; to assist WECC members in monitoring, understanding, and participating in NAESB activities. • Support the drafting team in developing a WECC-wide merchant reliability communications methodology. (MAP approved at MIC; implementation by June) • Monitor FRR and other proposed reserve policies and evaluate market implications.

MIS 2009 Proposed Goals • Perform an investigation to identify the obstacles to scheduling normal weekends (Saturday through Monday) on Friday. • Support the MIC in working with the Variable Generation Subcommittee and coordinate market interface issues. • Identify transmission commercial issues that impede energy markets and raise reliability concerns, and facilitate solution to those issues in appropriate forums.

  15. MIS 2009 Proposed Goals • Evaluate whether markets for merchant resale of transmission are emerging in the west. Determine what, if any, impediments exist. • Outreach to reengage MIS members.

Intra-hour Transaction Work Group MIC formed WG to address item assigned to it in February 24, 2008 disturbance report. “The WECC MIC shall initiate an investigation into how it might be able to allow more flexibility in the tagging process, including specifically addressing initiation of tags at times other that the top of the hour.”

  36. Intra-hour Transaction Work Group WG submitted request to modify INT-BPS-007-0. Other groups submitted similar SAR requests. WG request posted for comments. Substantial comments received. Conflict with NERC Standards ATC, OASIS, etc. SRRC remanded request to submitters for revision. WG withdrew the request. MIC Chair assigned the Disturbance Report item to the MIS.
