PAC vs CAISO responsibilities • PAC retains all reliability responsibility • PAC will balance their ACE and manage their voltage • PAC will manage their reserves • No impact to NWPP RSG • Under EIM, CAISO operates the market and publishes market results (for both PAC and CAISO, the EIM footprint) • Under EIM, PAC will operate transmission, monitor generation, process outages, and balance PACW and PACE
Operational Overview • Expansion of CAISO’s current 5 minute market • Security Constrained Economic Dispatch • Congestion management • Network model visibility and accuracy • Market Operator, EIM Entity, Participating Resources, Manual Dispatch, Instructed/Uninstructed Imbalance charges, ….. • Detailed outage reporting and situational awareness
Implementation Status • Full Network Model representing CAISO, both PacifiCorp BAAs, BPA and other interconnections • Modeling to 3 megawatt generator level • Complete SCADA overlay • Exporting 17,000 points via ICCP • CAISO state estimator currently running and solving • Continuous tuning and translation • Entity generation control upgrades to RTUs, DCSs, and AGC • Diversified ramping
Implementation Status • Metering and Telecomm • 5 minute metering capability • 137 meters being replaced • 98 meters being reprogrammed • 9 new meters being installed • New meter data management system (MDM) • Metering validation tools in operations
Base Schedules • Entity must come to the market balanced • Base Schedule (G + I = L) (feasibility check) • Forecast of load • Forecast of generation • Forecast of interchange • Submitted by all customers to EIM Entity • Data aggregated and validated by PacifiCorp • Entity retains all BAA responsibilities
Dispatch • Automated Dispatch System to PacifiCorp’s EMS, to RTU, and to DCS at the plant
Security Events and Outages • Currently made public on OASIS • Under EIM, outage forms will be completed in PacifiCorp’s outage management system in real-time • Outages will be posted on OASIS and communicated to CAISO within 30 minutes • Outages will be reflected in market results for congestion, EIM dispatches, and settlements
Network Model efforts • 2013 (November 22) • ICCP link established and tested • CIM DE toolkit to convert from CIM 3 to CIM 10 • Exported of PACE network model, then PACW • Tuning of network model (continuous) • 2014 • Tuning/improving model (Market Simulation July 8) • Changing network model update cycle • Actual data available for after the fact assessments • Coordination with Peak RC
Stakeholder process • PacifiCorp began process in April 2013 to discuss EIM with its customers and to develop its OATT revisions • Webinars, workshops, training • Written comments • Individual meetings/conference calls • Posted matrix responding to stakeholder comments received • Provided multiple opportunities for customer and stakeholder feedback
Stakeholder process • Tariff filing reflects incorporation of significant stakeholder feedback • Tariff proposals encourage participation by market participants • Maintains principles for transmission as set forth at outset of stakeholder process
