WP A1 Information Gathering Participants: PT, GC, TM, CDVsupported by: CER, UIC, UIRR and additional experts • Objectives • Focused data collection, on current situation and prospects for the forthcoming changes in the railway business in Europe in selected countries • Description of work • Detailed concept for knowledge base and investigation programme in legislative and management issues • Development of the concept for the evaluation scheme; definition of criteria • Elaboration of questionnaires/ interview guideline for different addressees, e.g Government authorities; RU/IM • Collection of data, documentation and other information • Additional enquiries through targeted interviews • Checking completeness and plausibility of country information • Output/Results: • Country Reports TREND-Presentation RRID-Brussels 01 July 2005

WP A3 Conclusions and Recommendations Participants: PTsupported by: GC and additional experts • Objectives • Summary of the results to a comprehensive picture of the change occurring in the rail sector and measures to accelerate the integration process (road map) • Description of work • Concept for an international intra-industry support scheme to transfer know-how. • Draft recommendations for additional legislative and institutional measures at the national level and at the level of the Union in order to accelerate progress • Consider the feasibility of an incentive scheme jointly fed by the European Union and the European railway industry. • Output/Results: • Knowledge base for decision support in legislative and management issues • Road Map for measures TREND-Presentation RRID-Brussels 01 July 2005

WP B1 Methodology / Best Practices Participants: KCsupported by: CER, UIC and additional experts • Objectives • Analysis of existing/envisaged shapes and contents of co-operations in rail freight business based on previous corridor studies • Description of work • Elaboration and Creation of an examination and evaluation scheme for categorization of barriers/impediments and respectively selected solutions (Benchmark analysis) of the various existing practises. • Identification of best practises to overcome administrative, legal, cultural and technological barriers • Improved methodology for Corridor Analysis in WP B2 • Output/Results: • "Best practises" - catalogue and extended methodology (Guideline) for corridor analysis TREND-Presentation RRID-Brussels 01 July 2005

WP B3 Innovative Rail Freight Services to targeted Markets Participants: KC, HC, IVEsupported by: CER, PT, UIRR and additional experts • Objectives • Elaboration of business cases for future oriented rail freight services on the corridors recommended in B2. • Description of work • Determination of the market demand for freight service • Deduction of necessary improvements in rail freight service • Development of corridor-specific forward-looking and innovative rail freight services • Development of supporting measures to facilitate access of third party railway operators/newcomers • Deduction and recommendation of suitable corridors and services for implementation • Output/Results: • Concept for business cases of improved rail freight services • Recommendation of suitable corridors TREND-Presentation RRID-Brussels 01 July 2005

WP B4 Quality Standards IM/IM, RU/RU, RU/CU Participants: UIRR, GC, HC, CERsupported by: UIC and additional experts • Objectives • Development of quality standards for the different relations in rail freight service (CU-RU, RU-RU and RU-IM) • Description of work • Catalogue of existing agreements and analysis of good practices • Development of suitable methods/schemes to meet general market requirements or of comparable approaches • Analysis of methodologies to measure quality • Definition of quality requirements and suitable general standards for quality agreements between Customer-RU, RU-RU, RU-IM, IM-IM railway supply industry • Output/Results: • Report on Quality Requirements (including examples of "good practices") • Concept for implementation of quality standards to the railway sector to be implemented and demonstrated in the framework of the IP TREND-Presentation RRID-Brussels 01 July 2005

WP B5 Infrastructure Development Scheme Participants: IVE, HC, CDV, TM, UICsupported by: additional experts • Objectives • Elaboration of infrastructure related the preparation of the IP and visualisation of results by means of a GIS • Description of work • Collection and processing of railway infrastructure data (data base) • Visualisation of railway infrastructure as well as operation-related parameters • Evaluation of the performance of existing infrastructure in respect to new concepts and requirements • Output/Results: • Display of results from the GIS on the TREND web-site • Infrastructure developments schemes in preparation of the IP • Geographic Information System (GIS) available for integration of data TREND-Presentation RRID-Brussels 01 July 2005

WP B6 Business Model for international Co-operation Participants: HC, CER, IVEsupported by: UIRR and additional experts • Objectives • Elaboration of an appropriate business model as a basis for future international co-operation between relevant players • Description of work • Synthesis of existing examples of best practices from other trades such as forwarding, international postal or airline business • Determination of suitable and optional models concerning operational processes and equipment • Evaluation of advantages and disadvantages of implementation with respect to the elaborated business cases (B3) • Recommendation of further procedures • Output/Results: • Report containing recommendations of most promising future business models to be demonstrated in the IP TREND-Presentation RRID-Brussels 01 July 2005
