Updates • Handheld wireless devices • See the back of the hand-out • 41-6a-1716.Prohibition on using a handheld wireless communication device while operating a moving motor vehicle -- Exceptions -- Penalties. •             (1) As used in this section: •             (a) "Handheld wireless communication device" means a handheld device used for the transfer of information without the use of electrical conductors or wires. •             (b) "Handheld wireless communication device" includes a: laptop, cell phone, smart devices, tablets, etc. • (2) Except as provided in Subsection (3), a person may not use a handheld wireless communication device while operating a moving motor vehicle on a highway in this state to manually: communicate using text, I/M, email, dial a phone #, etc. •            (3) Subsection (2) does not prohibit a person from using a handheld wireless communication device while operating a moving motor vehicle: using a handheld device, GPS or navigation device, medical or criminal emergencies • May operate using hands-free, or integrated to the vehicle

Success Framework • National Conference of State Fleet Administrators “The Division of Fleet Operations will be presented the "2014 Fleet Excellence Award" at the upcoming NCSFA Conference”This annual award from NCSFA recognizes state fleet organizations that "improve the efficiency of their fleet in terms of measurable cost reductions, safety enhancements, or improved customer service.“” DFO's recognition is based primarily on the measurable cost reductions seen in FY14 from the implementation of an in-house call center that approves maintenance and repair requests from vendors on its network.”

LPD219 Requirements and Processes • Only those vendors that submit qualifications information and meet the minimum requirements may be included on the Approved Vendor List. • All vendors must complete a new pre-qualifications application at least every 18 months • DFO is required to complete a performance rating on each firm at least at the time of renewal, but may also review performance through-out the term of the 18 month period. Only firms with an acceptable performance rating shall be included on the approved vendor list. DFO may work with vendors that have an unacceptable performance rating to provide a process to become acceptable. • Fleet managers will be required to sign a Non-Conflict of interest form. • Drivers specifically assigned to cars must be trained on policy, and will be required to sign a Non-Conflict of Interest form.

LPD219 Requirements and Processes • Fleet managers that are responsible to send cars for maintenance or repair will be required to select approved vendors within the geographical locations, based on cost, availability, emergency response time, and on a rotational basis when all factors are equal. • Geographic regions are as follows: • Within Salt Lake County- city where vehicle is based, or closest mfg. dealer • All other areas - county by county • Rural Counties (outside of the Wasatch Front)- geographical area will include adjacent counties
