Picking up the results of PHARE in EUROCONTROL • The PHARE programme has researched and demonstrated the operational and technical feasibility of using ATC Data Processing tools • The EATCHIP III programme has developed common European requirements and generic specifications for ATC Data Processing tools • Convergence of programmes is apparent : • inside EUROCONTROL : PHARE and EATCHIP III • with other programmes : EU-CINCAT and FAA-FFP1

R& D  Implementation • The ATC/DP domains have a stake in applied ATC research • The ATC/DP domains’ raison d’être is implementation • Implementation responsibility with ATC Service Providers • The road between research and operations is long and the gaps are wide • “R&D must choose between ownership and implementation, it rarely goes together” • Tools similar to PHARE have been implemented • Use windows of opportunity for implementations

ATC/DP Domains strategy • The ATC tool development work is continued in the EATMP programmes assigned to the ATC / Data Processing Domains • Automated Support to ATC programme • Air/Ground Co-operative ATS programme • The ATM 2000+ strategy is driving the EATMP ATC/Data Processing domains • The ATC/DP domains have defined “Concept Elements”, to build ATM 2000+

Performance driven ATC/DP development • ATC/DP domains keyword : “performance driven” • Safety, Capacity, Cost and Environment objectives of ATC/DP Concept Elements must be quantified • “if you haven’t measured, you can’t change” • PHARE has proven operational and technical feasibility, but quantification is to be completed • The ATC domain has launched a new collaborative R & D project (INTEGRA), to achieve : • measurement techniques • measured results
