  3. The International Institute for Energy Conservation – IIEC (1) • IIEC: Global non-profit. SA, Brazil, India, Philippines, Thailand and US (smallest office) • Brings sustainable energy solutions to developing countries & economies in transition - 1984 • Solutions include energy efficiency, resource efficiency, renewable energy, and integrated transport planning • IIEC-Africa: SA based, registered and staffed non-profit organization – 1995.

The International Institute for Energy Conservation – IIEC (2) • IIEC-Africa promotes energy efficiency, sustainable transport and climate change mitigation within the in-country developmental, environmental and sustainability contexts of the African continent • Since 1997 – focus on EE low-income housing promotion • Comprehensive market change programme (SHI) • Current: Housing - support to DoH in terms of mainstreaming of EE housing, development marketplace & Green Buildings review for USAID. • Local solutions, internationally informed and strengthened • www.iiec.org

Building Codes – IIEC Project Perspective • Definition: Building energy codes set minimum energy efficiency standards for design and construction while ensuring occupant comfort • IIEC’s Role: Honest Broker – represent Government; no vested interest in developing the code or setting criteria (non-Gov/non-profit) • Translates into real access to private and public sector / non biased

Thailand & Vietnam • Providing technical support to the Thai and Vietnamese Teams in doing the analyses for developing the energy codes • Development of user guides • Training and capacity building of engineers/architects in using the codes, and designing energy efficient buildings • Working with local teams to identify information resources for energy efficient products and design assistance in the country

India • IIEC: Developing the ECBC on behalf of BEE (Bureau of Energy Efficiency – Government body set up to implement the EC Act, 2001) and is being funded by USAID (ECOII Project) • Mandatory codes for commercial buildings and advisory standards for residential buildings • Activities: Programme management, technical support, programme development, training, advise on implementation and compliance • Covers six climatic areas, six provisions for six climate areas…

Energy Conservation Building Codes (ECBC) Development Process - India • Use exiting data and experts for baseline and Energy Conservation Measures • Supplemented by target energy audits • Analysis for supporting technical requirement for codes and draft submitted for peer review • Review international building equipment rating systems • Iterative (3 rounds) of peer review resulting in draft code for Government approval

Recommendations for South Africa… • Recognize the need now, reduce energy use in buildings before or during construction; retro-fit too costly • Implementation process… • Integrate building codes into national sustainability index (similar to CSIR indicators) in order to encourage cross-cutting application (bt. Government departments and practitioners) • Develop unique framework for SA interaction – Government; independent body + stakeholders lead • Market development
