  1. Indicators for Performance and Impact Overview Peter Roberts Lead Specialist World Bank Transport Indicators Workshop, Pretoria June, 2006

  2. driven by Borrower demand • Major Borrowers expressed concern that World Bank had shifted its attention too much away from the Infrastructure Sectors • In response the Bank launched the Infrastructure Action Plan – at the start of FY 2004 • The IAP included significant objectives to help countries to strengthen their capacity collect and analyse data to plan, manage, monitor and evaluate performance and impacts of infrastructure interventions • Transport Results Initiative is the sector’s contribution to the IAP – coordinated by WB central Transport Unit (TUDTR) Transport Indicators Workshop, Pretoria

  3. Shocking state of transport statistics for low income countries in 2003 Transport Indicators Workshop, Pretoria

  4. World Road Statistics (IRF)were in decline…. Transport Indicators Workshop, Pretoria

  5. World Road Statistics (IRF)were in decline….now reviving Transport Indicators Workshop, Pretoria

  6. soGlobal data sets for transport are improving in coverage and quality ……. Transport Indicators Workshop, Pretoria

  7. World Development Indicatorsnow include many Transport data sets Transport Indicators Workshop, Pretoria

  8. Global data sets: sustainability • WDI data sets are assembled by specialist organisations: • World Health Organisation: accidents • UN Habitat: urban transport • International Road Federation: roads + traffic • GTZ: fuel prices • Union International des Chemins de Fer: rail • International Civil Aviation Organisation: air transport • Data sets are based on primary information obtained from those countries which are responsive. • Challenge is to sustain these data sets: • update data regularly, • extend coverage (particularly to low income countries) • improve quality Transport Indicators Workshop, Pretoria

  9. Framework of core measures and diagnostic indicators Transport Indicators Workshop, Pretoria

  10. Transport Results framework Measures and Indicators consistent between three levels: • diagnostic frameworkat sectoral level: • promoted by WBInfrastructure Action Plan: • headline indicators for national / global level: • first established measure: Rural Access Index • complementary ‘headlines’ are being developed • core measures: transport sub-sectors • sound and consistent basis for all diagnostic and headline indicators Working with regional, national and international partners Transport Indicators Workshop, Pretoria

  11. sector diagnostic framework Initial sets of indicators have been proposed within the following framework (under Recent Economic Developments in Infrastructure): • Accessibility } • Affordability } initial focus • Quality: technical } • : perceived } • Efficiency: economic • Finance • Governance and Institutions • Environment and Social } added for Transport …. broadly adopted by each of the regions and being tested in about 50 countries …. Transport Indicators Workshop, Pretoria

  12. Core measures: example Transport Indicators Workshop, Pretoria

  13. Measures and indicators: summary measures indicators testing review all sub-sectors: (passenger & freight) are being covered: • Road transport • Railways • Air: inland & international • Water: inland & coastal • Seaports • Trade logistics • Urban transport • Social(inclusion etc) • Environmental final Transport Indicators Workshop, Pretoria

  14. Including social and environmental impacts Transport Indicators Workshop, Pretoria

Transport Indicators Workshop, Pretoria

  18. Environmental impact indicators examples: • Climate:Greenhouse Gases • System efficiency; power efficiency; fuel type • Energy security: • System efficiency; power efficiency; fuel type • Atmospheric pollution: gas and particulate emissions • Urban transit provision and use; car ownership and activity • Land use: • Urban sprawl; land use for transport networks; impact on adjacent land Transport Indicators Workshop, Pretoria
