    3. summary of the main idea main idea-to introduce m&e in externally funded projects in Yemen beginning with key HD ministries (health, education, social protection)-as a pilot phase-to improve external assistance: utilization Accountability Transparency overall development effectiveness and impact/sustainability of interventions

    4. Main activities Selection of core national team to initiate/prepare key tasks: national consultation/awareness workshop with key decision makers and stakeholders prepare/contract local/regional/international consultation firm/individual to prepare legal framework for introducing m&e

    5. Activities-2. mandate m&e tasks within target ministries: 1. organ gram, funding, staffing, etc. to include m&e units accordingly 2. selection/recruitment of m&e staff in target ministries competitively

    6. Main activities-3 m&e capacity building and training for core staff at mopic target ministries NGO Others

    7. Why project is necessary? this initiative is necessary to address the following major project management/implementation gaps and challenges:

Why project is necessary? accountability/transparency culture is weak and needs strengthening key senior govt. agencies (executive/cabinet, parliament) do not have specialized technical agencies to provide necessary oversight of key sectors, including mpic; most externally funded projects in Yemen do not meet their development objective poverty reduction efforts are not making adequate progress

DFIDs relations to initiative DFID\s role in encouraging accountability/transparency and fight against corruption efforts are known worldwide DFID is also an active player in poverty reduction efforts The organization is also active in the country and our m&e initiative is clearly within DFID development mandate

    10. DFID STRATGEY Proposal is in line with DFID's poverty reduction, accountability and sustainable development strategy

    11. Aims of fund linkage It ensures and reinforces responsible utilization of external funding which are integral part of DFID funding policy

Monitoring and evaluation Issuance of legal framework Inclusion of m&e units at target ministries Competent staff recruited M&e sector plans developed M&e guidelines developed and applied Externally funded projects follow approved guidelines in the design, implementation and review phases Pilot initiative assessment during implementation and completion

    13. Sustainability once successful, all public sector agencies and ministries benefiting from external assistance will replicate practice of ensuring that development projects go through a process of m&e on a systematic basis and that govt. funded projects will also follow same procedures
