A big gap between the current client experience and where we need to be • The key issue • Approx 1.2M unique visits to worksafe.vic.gov.au every year • only 53% of them report they can successfully complete their ‘task’ • But ‘satisfaction’ is at 65% - maybe our screens look pretty?! • a website will never be perfect for everyone but we must aim for >80% satisfaction • Our online audience is growing and we haven’t kept up with their expectations (including a growing expectation to ‘transact’) Page 5

  6. Only 1 in 2 people can complete their main task • Reported Satisfaction however runs at 65%

  7. Respondents employed at companies with 21-99 employees were most satisfied overall, with nearly three-quarters (72%) indicating they were either satisfied or very satisfied. One-fifth (20%) of respondents from companies with 1-4 employees were either dissatisfied or very dissatisfied with the website overall. People in small businesses are least satisfied

  8. The long tail Over 1000 pages deep; 1000’s of links Probably too much emphasis on niche content, making it more difficult for the most popular content to be found. Certainly there are structural issues. Page 8

  9. Contributing to this situation • A very inflexible platform – recently fixed • Current site launched in 2005 • Fragmented landscape with no comprehensive plan or architecture for our online activity • Owners of these properties are numerous and operate largely independently of one another

  10. What are we doing now; and then what… • New platform (Squiz). Migration completed July ‘12 • Incremental improvements to current site – redesigns and new content development with a much greater emphasis on understanding key tasks and ‘user journeys’. • Avoiding the temptation to simply replicate offline content into our online environment • Where possible, developing online transactional capability, eg Plant registration

USER-DRIVEN ONLINE EXPERIENCE Develop a new website that: • allows clients to find what they’re looking for, talks in a language they understand and provides information in a format they can follow (enablers) • allows organisational stakeholders to communicate as effectively and efficiently as possible • is the sole hub for WorkSafe’s online delivery Develop a System that: • allows clients to complete key tasks online (e.g register plant, make a claim, manage a claim, pay your premium, apply for a license etc, etc) • facilitates more efficient service delivery and a greater understanding of clients

A NEW VISION • A new model for website content that: • makes information easy to find • tailors content to user needs • prioritises key tasks • seamlessly integrates website content and backend system(s) • This model can accommodate different content filtering approaches across the website Note this is simply an illustrative sample – not a page design

Remake of Dangerous Goods (Storage and Handling) Regulations New Regulations will commence on 1 December Review and update of the Code of Practice for the Storage and Handling of Dangerous Goods has commenced 1st draft of the Code has been provided to key stakeholders for comment Proposed Code of Practice will be made available for public comment in February 2013 Code of Practice is on track to be finalised mid April 2013

Report on national OHS forums Safe Work Australia Members Group meeting – 21 November Endorsed 12 of 13 draft model codes of practice Endorsed exposure standard – Man-made Vitreous Fibres Agreed to progress nationally consistent explosives legislation Agreed to publish 3 papers providing further detail on Australian Work Health and Safety Strategy Agreed to publish: Research reports – psychosocial safety climate and worker health; Residual chemicals in shippingcontainers Work-related Traumatic Fatalities, Australia 2010-2011

Australian Work Health and Safety Strategy 2012-2022 • The ten-year National Strategy 2012-2022 launched in October • Victoria has endorsed the National Strategy out-of-session Strategy aims to: • Reduce work-related fatalities by 20% • Reduce serious injury claims by 30% • Reduce incidence rate of musculoskeletal disorder claims by 30%

Regulators Harmonisation Project Agenda items for HWSA 4 December 2012 Overall status for RHP work Consider reinstating Model guide on EPH/right of entry Consider amendments to already-endorsed RHP documents Consider draft documents for implementation of Plant Regulations Consider model operational procedure – dealing with alleged non- complied Provisional Improvement Notices Consider draft audit tool for monitoring approved EPH training Consider request for RHP to develop common criteria for considering suspension/revocation of authorisations

SWA Implementation TAGLast met 1 November 2012 • Further proposed technical amendments agreed by ITAG members except potential for regulator to waive requirement for a current photograph with applications for renewal of HRW licence • Proposed FAQs/guidance – comments to be provided to SWA • Each WHS regulator to locally communicate that r217 (requiring ROPs and FOPs on earthmoving machinery) be deleted (note HWSA considering exemption in meantime) • Agreed to extended transitional dates for new types of HRW licence (e.g. reach stackers) due to delay in units of • competency/assessment instruments being finalised • Comments on proposals to change diving regulations to be provided to SWA

  33. Dangerous machines • Public awareness and duty-holder focussed activity in progress. Next stage to focus on development of inspectorate interventions on specific types of machines and ‘supply chain’ for key products • Residential aged care • Agreement reached at S/H forum to use ISO Technical Report as basis for development of training package and tools for inspectorate and duty-holders around manual handling of patients. • Small Business • Tender for consultants still in development. Concerns about eligibility criteria in initial proposal. Feedback will inform changes and refinements to the tender • Manual Handling • Research by David Caple. 40-50 employer and stakeholder interviews • To gather information on how people commonly go about identifying and assessing when manual handling poses an OHS risk to workers. Not a review of compliance and enforcement. • Helping to identify the currency and utility of existing materials available on manual handling- the Regs, the Code and guidance materials- amongst people at work. • Internal Advisory Group convened. • Stakeholder Reference Group 13 December • Stress: • Development of discussion draft continuing. To be tabled at PR Stakeholder Forum in coming weeks.
