  2. OBJECTIVE To promote sustainable land use planning and development in Sabah

  3. The 4 pilot districts for the ELP Projects are Sandakan, Tuaran, Beaufort and Kuala Penyu

  4. The key stakeholders are the TRPD, the Sandakan Municipal Council, Tuaran, Beaufort and Kuala Penyu District Councils as the responsible institutions for the preparation and the adoption of the local plans. The technical departments involved in the ELP Project are e.g. Agriculture Dept., DID, JKR, L & S Dept., Fisheries Dept., and DOE.

  5. The project has sought to raise capacity levels in these institutions in varied training in techniques, equipment usage and exposure to interaction with the public.

  6. These processes demonstrated through the production of District and Local Plans in the 4 pilot districts.

  9. Kuala Penyu District Plan & Local Plan

  10. Beaufort District Plan & Local Plan

  11. The TRPD is now in a position to build upon the work undertaken in the 4 pilot districts. The capabilities of involved staff of all 4 districts have also been increased in the following aspects: Greater understanding of environmental considerations when making plans/policies or when undertaking projects;

  12. Ability to organize and take ownership of public exhibitions; Ability to operate a digital GIS using District themes through training and provision of ELP computers; Ability to discuss planning related matters in groups representing a wide range of agencies, organisations and individuals.

  13. LONG TERM OBJECTIVE The long-term objective of the project is to promote ‘sustainable land use planning and development in Sabah’. This required that environmental policies, strategies and recommendations are more effectively carried into land use planning and that the capabilities and networking skills of TRPD are increased.

  14. Extensive programs of awareness raising/ public participation have ensured a wider understanding of environmental issues through public and special interest meetings, public exhibitions, media coverage and production of project information brochures.

  15. IMMEDIATE OBJECTIVE 1 The first Immediate Objective is “strengthened capacity of TRPD to elaborate land use plans and implement effective development control at local level in cooperation with District authorities”.

  16. Training course for TRPD staff on using Global Positioning System (GPS) equipment; • Training for TRPD staff on how to undertake site visits in conjunction with an Urban Dynamics survey;

  17. Extensive site visits and meetings within Districts to meet local leaders, view opportunities/constraints and discuss alternatives; • Working on inputs to the data collection, analysis and proposals generation parts of the draft District and Local Plans themselves.

  18. IMMEDIATE OBJECTIVE 2 The second Immediate Objective is ‘Inter-agency co-ordination and cooperation at State and district level, including private stakeholders, in sustainable land use planning and development control.

  19. The ELP Project introduced a Coordination Level (PSC and Technical Committee) and an Operational Level (Topic Task Forces and Districts Working Groups) which are all serviced and coordinated by TRPD staff. A state level Environmental Topic Task Force was also set up to organize and coordinate technical agency cooperation with the ELP project.

  20. IMMEDIATE OBJECTIVE 3 The third Immediate Objective requires ‘Awareness-raising and public participation’, based on local initiatives and commitment, in relation to sustainable land use planning and development control.

  21. ACHIEVEMENT OF OBJECTIVES The project has significantly improved the way that District and Local Plans are produced in Sabah. These improvements include: Coordination with other technical agencies (e.g. DID, Agriculture, JKR, Forestry) and District Councils;

  22. Ensuring that the public are actively involved in the planning process from the start and that their views are publicized and taken into account in plan making compared to the original system which requested ‘objections” to plan provisions at a later stage;

  23. Widespread publicity and interaction with the media regarding the aims and outputs from the planning process; Change from paper making to a fully digital system of data collection, analysis and map production.

  24. Accordingly the ELP Projects for Sandakan, Tuaran, Beaufort and Kuala Penyu Districts had been successfully launched, the aim and objectives have been fulfilled. Stakeholders participated actively in the plan preparation process in all the 4 Districts. Awareness raising was extensively promoted among the people, especially on the importance of the plan affecting them. Exhibitions were conducted successfully and conferences were also held where the various work groups presented their working papers for discussion and deliberation. The ELP Project will be completed in February 2005.
