National Solutions • Place mandatory limits on global warming pollution in line with what climate scientists say we must do • Enact a national moratorium on new coal fired power plants • Make bold investments in clean and efficient energy technologies and phase out oil subsidies • Enact new standards for renewable power  Raise fuel economy standards for cars and sport-utility vehicles

State and Regional Action • Place mandatory limits on global warming pollution in line with what climate scientists say we must do • Enact a moratorium on new coal fired power plants  Make bold investments in clean and efficient energy technologies and phase out oil subsidies * Require long-term contracts for new renewable energy projects.  Adopt California’s auto-emission standards.

  10. The Renewable Energy Challenge: Getting New Projects Built • Large-scale wind energy projects have high up front costs and come with lots of risks • Renewable energy is not yet a major segment of the energy market. • Permitting challenges and engineering challenges remain, etc

  11. A Solution: Offer Renewable Energy Developers A Long Term Contract • Long Term contracts of 10-20 years will guarantee income stream for project • Renewable energy can offer fixed price contracts because fuel costs are negligible and non-variable. • See S-2849 & H-7916

  13. Solution: Develop A Plan to Achieve Science Based Reductions • Set science based cap in law. Reductions of 20% by 2020 and 80% by 2050. • Take easiest first steps right away. • Develop a plan to achieve targets with all relevant stakeholders at the table. • See S-2849 & H-7884
