PE Major Product Standards • CEN/TC 54: • EN 13445:2002 series “Unfired Pressure Vessels” (7 parts) • CEN/TC 269: • EN 12952:2001 series “Water-tube boilers and auxiliary installations” (16 parts) • EN 12953:2002 series “Shell boilers” (13 parts) • CEN/TC 267 • EN 13480:2002 series “Metallic industrial piping” (8 parts)

  7. CEN TC 54’Unfired pressure vessels’ • CEN/TC 54 deals with a broad spectrum of pressure vessels for the energy and process industries, which fall within the scope of the SPVD or the PED. • The exceptions are those with particular industry requirements (e.g. cryogenic and LNG vessels).

Defined objectives of CEN/TC 54 • To develop standards utilizing the best practice of industry and/or the approach of existing National or International codes in the Unfired Pressure Vessel field, that will be accepted as satisfying the essential safety requirements of the of the SPVD and PED. • Recognizing the economic need for the EU to continue as a major exporter, to develop those standards in a form, which will promote the production of products having the most cost effective solutions. • To prepare a series of nomenclature standards, and Unfired Pressure Vessel standards and a number of standards for pressure vessels used in special applications.

CEN/TC 54 strategies • Following the publication of the EN 13445 series in May 2002, the main work of TC54 now is on amendments and revisions to incorporate other aspects such as: • Creep design • Design By Analysis for high yield materials • Experimental Design procedures • Non-ferrous materials • Although most of the technical requirements of the standards are based upon existing and well used sources, it has been recognized that there may be benefit from pre-normative research. • The European Pressure Equipment Research Council (EPERC) has been set up to meet the needs of industry and also to assist in organization of research work in support of the standards.

The challenges for TC 54 at this time are: • making EN 13445 more competitive against other codes • Increasing the uptake and usage for the standard • Limited resources for carrying out future work now that most of the standards are published The plan for the future will be: • Concentrating on amendments which have a significant impact on the competitiveness of EN 13445 against other codes (e.g. Part 1 & Production Test Plates) • Liaise with ISO to ensure that EN 13445 conforms with their standard • Encourage new members to participate in the work

CEN TC 69 Valves On the European market, the valve users are divided into different sectors, such as oil and gas, chemical industries, water supply and power generation. • Industrial valves are not only covered by European standards, but also by International standards. • Therefore CEN/TC 69 has developed close links with the relevant committees under ISO management

The priorities of CEN/TC 69 have been : • first to develop terminology standards referred to in all other standards of CEN/TC 69; • secondly to develop product standards to meet the requirements of Directive 97/23/EC (PED) • thirdly to develop tests methods for the valve design and also performance standards applicable to specific industries ; • nowadays to develop product standards to meet the requirements of Directive 89/106/EEC (CPD).

CEN/TC 69 challenges for 2006 • The publication of 6 standards on thermoplastic valves • prEN ISO 16135 Ball valves (ISO/DIS 16135:2004) • prEN ISO 16133 Diaphragm valves (ISO/DIS 16138:2004) • prEN ISO 16136 Butterfly valves (ISO/DIS 16136:2004) • prEN ISO 21787 Globe valves (ISO/DIS 21787:2004) • prEN ISO 16137 Check valves (ISO/DIS 16137:2004) • prEN ISO 16139 Gate valves (ISO/DIS 16139:2004) • The revision of EN 12266-1:2003” Pressure tests, test procedures and acceptance criteria - Mandatory requirements” • The revision of two supporting standards EN 558-1:1995 and EN 558-2:1995 : which are replaced by prEN 558” dimensions of metal valves for use in flanged pipe systems - PN and Class designated valves” for which the enquiry is close “

CEN/TC 69 is involved the protection of environment. • For example a standard is under preparation whose aim is to classify industrial valves to reduce the fugitive emissions of dangerous substances to atmosphere. • This draft standard (prEN ISO 15848-1 and 2) is developed in parallel by CEN/TC 69 and by ISO/TC 153/SC 1. Therefore once adopted this standard will be used world-wide.

CEN TC 121 Welding • CEN/TC 121 is responsible for welding of metallic materials and allied processes. • Welding includes thermal cutting, brazing and soldering. • Details of requirements in the CEN/TC 121 standards depend on two sets of factors: • welding process (Gas shielded welding, electron beam welding); • material (aluminium, copper, etc).

  16. Many requirements are so comprehensive that standardization in a single document becomes impractical. A series of standards is necessary: • EN 287 (EN ISO 9606) Qualification testing of welders • EN ISO 15607 to EN ISO 15614 Specification and qualification of welding procedures • EN 1011 Technological guidelines for welding These series are, if necessary, divided into parts according to welding processes. Further divisions according to materials may be needed for certain requirements.

CEN TC 138 NDT The challenges are: • The revision of EN 473:2000 ‘Qualification and certification of NDT personnel - General principles” • Alignment with ISO 9712 • Finalisation of pr CEN ISO/TR 25107 “Guidelines for NDT training syllabuses (ISO/DTS 25107:2005)” • Finalisation of pr CEN ISO/TR 25108 “ Guidelines for NDT personnel training organizations (ISO/DTS 25108:2005)”

The revisions of the Terminology standards (X ray diffraction, Acoustic emission, UT,…) • Development of new subjects in: • Acoustic emission • Means of superficial examination • Eddy currents methods • Finalisation of the programme of work in relation to X ray diffraction and determination of the residual stresses

  19. CEN/TC 267 industrial piping and pipelines The challenges are: • Answer to the questions received by the helpdesk (mainly on part 3). 20 questions have been treated and 134 are pending. The next meeting is on the 16th of November at AFNOR • Correct EN 13480 in light of the information gathered by the helpdesk by preparing amendments • Finalise EN 13480-3:2002/prA2 concerning the application of the design rules for gasketted circular flange connections. (as in 'EN 1591) • Send to vote prEN 13480-8 “Additional requirements for aluminium and aluminium alloy piping”

ECISS TC 29 “steel tubes and fittings” The main challenge of this committee is to finalise standards to be cited in the OJ is support of the PED • Butt-welding pipe fittings: • prEN 10253-2 Wrought carbon and ferritic alloy steels with specific inspection requirements • prEN 10253-3 Wrought austenitic and austenitic-ferritic (duplex) stainless steels without specific inspection requirements • prEN 10253-4 Wrought austenitic and austenitic-ferritic (duplex) stainless steels with specific inspection requirements • And to have EN 10216 and EN 10217 series cited in the OJ

Amendment, revision, maintenance Standards are continuously amended or revised to stay at the state of the arts or include new topics • Maintenance : • There are 3 Help desks covering major standards • EN 13445:2002 ‘Unfired Pressure Vessels’ • EN 13480 ‘Metallic Industrial piping’ • EN 12952 and EN 12953 for boilers • Because of the complexity of the standards for : • - correction of potential errors and mistakes; • - answering queries raised by users.

  22. What is a help desk ? • A central point to collect questions &feedback from the users of the standard • A network to answer the queries in a very short time • An official body to give authorised answers, accepted by the “authors” of the standard • A professional body to prepare corrected pages of the standard • A place to find updated information about the standard, its status, its future.

CEN Consultant European Standards for pressure equipment, allied techniques (e.g. welding) and materials: • Incorporate latest technical advances • Are respected in many parts of the world • Align with legislation • Permit legal compliance without restrictions that some Member States imposed previously

  27. CEN Consultant European Standards for pressure equipment, allied techniques (e.g. welding) and materials: • Represent a growing framework to which contributions are welcome • Keep closely in line with ISO aspirations through the Vienna Agreement

  28. Issues associated with this are: • Forthcoming 5-year revisions due for main product standards • Time to complete the series of standards • Resources for completion: Financial support from the European Commission Input from Members – New Members can play a significant role here

Issues (continued) • Training in the use of the standards, particularly for those Member States which were accustomed to one single mandatory set of standards • Education of customers in what to specify • Availability of software • Availability of materials (improving slowly) • Equipment quoted in ENs need to have suitable properties, with due account of the properties of the starting materials from which they are made.  • Reluctance to adopt new ideas • Global competition

  30. Conclusions • The CEN work programme supporting the PED has well progressed • Most of the standards have been published • Many standards are in a maintenance phase (revision or amendments) • CEN looks to further improve competitiveness of ENs • And to promote EN standards
