WLA Long Range Planning Second Wind Report: • Present structure does not facilitate the operation of WLA by differentiating between policy setting and daily school administration. There appears to be micromanagement of school administration. • Adopt policy-based governance model for the Academy. • Goals of Proposed Governance Structure: • Enable / encourage the governance of WLA to: • Think more strategically – longer term. • “Set the course”, then let school administration “sail the ship”. • Govern, not operate.

WLA Long Range Planning • Plenary Board: • No change to current structure. • “Owns” the association by-laws and constitution. • The “Board of Directors” that the E-Board and Principal report to.
WLA Long Range Planning • Plenary Board: • Elects the Executive Board. • 2 meetings per year: • Detailed “State of the Union” report. • Votes as necessary (strategic issues determined by policies adopted). • Plenary Board reports to congregations.
WLA Long Range Planning • Executive Board: • 9 members – 3 year term, one third elected each year. One year between terms. • Chairman, Vice Chairman, Secretary. • Committees as needed (Executive Board representation on all committees).
WLA Long Range Planning • Executive Board: • Nomination Committee to consist of outgoing board members, principal, VP, DCMA. • Goals: Congregation representation / fill needs. • Plenary board membership not required for candidacy or to serve on Executive Board. • Goal: Find best gifts and talents for the work at hand.
WLA LRSPC Recommendation • Executive Board: • Writes required policies to establish, define and refine the “fields of play” for school administration. • Solicits Plenary Board approval for any by-law or constitutional changes. • Provides progress / status report to Plenary Board two times per year.
WLA Long Range Planning • Executive Board: • Defines results the school is to produce (“ends”) and the acceptable boundaries (executive limitation policies). • Board’s purpose is not to oversee the staff but to “define the future” with respect to the schoolon behalf of the ownership (Association). • Assure the future path defined is consistent with WELS values.
WLA Long Range Planning • Executive Board: • “Ends” determination is the pivotal work of the executive board. It “paints the target” for the school administration to shoot for in terms of benefits to be produced, the people to be served, and the costs of meeting the goals.
WLA Long Range Planning • Executive Board: • Does not select activities that should be undertaken to pursue the strategic direction of the school. • Will not interfere if ends are achieved without violating executive limitation policies.
