  2. What is Turnover? • A measure of separations from an employing organization • Separations consist of resignations, retirements, discharges, reductions-in-force, deaths, interagency transfers • Expressed as turnover rate • Calculated during a fiscal year or calendar year

  3. Reporting of Turnover • Provide turnover analysis for the following: • OPM Annual Report • OPM Annual Compensation Report • GRDA Report • Merit and Non-merit agencies

Types of Turnover • Four types of turnover: Voluntary, Involuntary, Functional, Dysfunctional • Voluntary turnover consists of employees exercising their free choice to leave • Involuntary turnover consists of separations where an employee unwilling leaves. • Functional turnover is when low performing employees leave • Dysfunctional turnover is when high performing employees leave

Calculating Turnover • Turnover rates are calculated by dividing the number of separations that occur in a given year by the total number of employees at the beginning of the year. • Rates are calculated for both classified and unclassified • Calculate turnover rates with the proper employee population • Benchmark Turnover Rates

  6. The benefits of Turnover Analysis • Allows organizations to see what type of attrition is occurring • Analyze the different levels of attrition • Determine relationships of turnover with the employee and the agency. • Target workforce planning strategies to areas affected by attrition
