  5. C T Go ora CET Govora Oct 2011 MAIN CLIENTS OF CET GOVORA District Heating Rm. Valcea: CET Govora has a concession contract for DH servicesfor 25 years, having direct comercial relationships with the clients - individual consumers, institutions and companies; Sodic factories Govora Ciech (U.S.G.):delivery of steam based on a10 years contract(2007-2017); Oltchim: delivery of steam based on an energetic agreementand on yearly contracts; CET Govora delivers electricity produced in cogeneration based on contracts with the distributors CEZ, ENEL and some divisions of ELECTRICA S.A. as well on the concurential markets (day ahead market and equilibration market).

Vâlcea: 130.000 inhabitans, 33.000 dwellings; Connected to DH : 90.000 inhabitants, 28.000 dwellings; Disconections : 6% Yearly deliveries = 280.000 Gcal = 325.000 MWh; Base consumption- hot tap water = 18 MW; summer operation 5000 h/an Average winter – heat and hot tap water = 100 MW; Peak– heat and hot tap water =160 MW; peak operation 1500 h/an; THE DH SYSTEM: • Source: CET Govora –able to deliver up to 225 MW; • Transport network 29 km - belongs to CET Govoraan was partially retrofited; • 40 thermal points – concession from the municipality Rm. Vâlcea-retrofited • 100%and fully automatic • Distribution network – 250 km –concession from the municipality Rm. Vâlcea– • retrofited partially • Investment of CET Govora during 2002-2010 = 15 milions Euro

C T Go ora CET Govora Oct 2011 SOURCES OF HEAT FOR DH • Single source CET Govora with the equipments: • Boiler nr.7on lignite retrofited and boiler nr.4on natural gasasreserve as winter source. • A rehabilitation project funded by SOP Environment • - New cogeneration plant on biomass as summer souce“ECOCET Govora” • The investments program for retrofit of boiler nr.7 • is financed by SOP Environement = 70 milions euro (incl TVA) and includes: • -Adesulphurization plant to achieve SO2 emissions 243 mg/Nm3-Retrofit of the combustion installations to achieve NOxemissions197 mg/Nm3- Retrofit of two feed water pumps of the boiler by installing frequency converters • Retrofit of the transport pumping system by installing 4 new pumps with frequency • converters. Additional investments program for retrofit DH system Investment estimated= 30milion Euro (cofinancing 50% SOP Environment)

  9. C T Go ora CET Govora Oct 2011 PROJECT FOR SUMMER SOURCE-THE BIOMASS PLANT 1. The wood availabilities in an area of 150 km are of 120.000 t/year wood wastes from wood industries 2. During the 3 last years some quantities of biomass were coincinerated with coal in the coal boilers: -year 2008 = 40.000 t -year 2009 =16.000 t -year 2010 = 12.500 t 3. The investment is mandatory by the strategy for DH of the city Rm. Vâlcea. 4.The investment in the plant and annex facilities (biomass storage, grinders, transporters) is estimated at 22.5 mil euro and is feasible until december 2013; the repay of the credit will be realised by selling the green certificates on the market, in aproximatively 5 years after start up. The yearly deliveries of the biomass plants will be: -Heat = 120.000 MWh; - Electricity = 34.000 MWh; The yearly biomass demand 81.500 tons
