Background Generally, Airmen in projected overage populations by COMCAT, Grade and Year Group will be eligible for voluntary and/or involuntary programs • Situation • Retention of highly qualified Airmen in our AF remains high • Current fiscal environment creates number of uncertainties for the DoD • Budget constraints led to personnel reductions & force structure changes • Goals • Provide Airmen information and time to make informed decisions • Operate within funding constraints and authorized end strength • Strategy • Size and shape the force for today and the future • Modernize personnel policies via performance-based emphasis • Approach • Voluntary programs to the maximum extent possible • Focus on retaining high performing Airmen while reducing overages

Background (Continued) • Fiscal constraints create uncertainty for AF; however, AF must empower our Airmen to make informed decisions • Job performance is and will continue to be priority #1 • As AF becomes smaller, it is even more important to retain high-performing Airmen • AF shifting force management programs from longevity to performance-based • AF will use all available force management tools • Voluntary programs first • Airmen in projected overage populations by AFSC and year group will be eligible for voluntary programs • Monetary incentives available for non-retirement eligible Airmen w/6+ yrs of service • Airmen notified ~ 6 months prior to involuntary consideration • Transitional benefits afforded to separating/retiring Airmen

AFMS Enlisted Reductions • All AFSCs will be impacted by Force Management Programs • Non-Participating Population: 0-3 YoS and 18-19 YoS(except Airmen with NQIs); end strength not increased to cover these populations • Exclusions/Conditions: Reference PSDMs • Must determine “right” number & AFSC/grade distribution (ORR, manning shortages, etc.) • “Smoothing” will be applied to overages to fill underages • “Estimated Overages” for retention boards calculated based on: • Sustainment for SrA grade • Lesser of sustainment vs. authorizations for SSgt grade • Authorizations for TSgt – CMSgt grades • Final reduction targets should be available early Feb 14 • Majority of voluntary retirement/separation applications submitted will be held until new numbers are calculated

Enlisted Voluntary Programs Only Airmen in Projected Overage Populations by Grade and AFSC will be Eligible for any Voluntary Program • Active Duty Service Commitment & Time in Grade Waivers • PCS • Tuition Assistance • Technical Training • Promotion ADSC • PALACE CHASE (1-for-1) • ARC commitment is equal to the DOS (min 1 year, max 6 years) • Temporary Early Retirement Authority (TERA) • Airmen with 15 but less than 20 years of service • Voluntary Separation Pay (VSP) • Airmen with more than 6 but less than 20 years of service

Enlisted InvoluntaryPrograms • DOS Rollback (not based on AFSCs) • Accelerates DOS for any Airman who has declined retainability • Less than 15 or more than 20 years of service • ETS within 12 months • Quality Force Review Board (not based on AFSCs) – New • Utilized by Army and Navy • Reviews records of Airmen w/specified negative: • Reporting identifiers • Reenlistment eligibility codes • Assignment availability codes • Grade status reasons • Enlisted Retention Boards – New • Reviews records of Airmen in overage career fields • Reduce overages projected in AFSCs by grade
