  5. (ON) PROGRAMS • Naval Reserve Officers Training Corps (NROTC) • Marine Enlisted Commissioning Education Program (MECEP) • Broadened Opportunity for Officer Selection and Training (BOOST) • Naval Academy • Other academies

  6. (ON) MISSION • Administer limited NROTC resources to maximize commissions • Maximize MECEP commissions • Provide administrative support for Marine Option NROTC • Conduct selection boards for NROTC, MECEP and BOOST • Peripheral assignments

  7. CHANGE OF OPTION • Minimum of 2.5 Cum GPA • PFT >225 • Endorsement from MOI and PNS • Academics • Leadership ability • Desire and motivation for becoming a Marine officer • Physical fitness • Rank in class, i.e. 15 of 21 sophomore

  8. MECEP • CNETINST 1533.15D applies • (ON) handles all aspects of MECEP • Solicits and processes applications • Conducts board in October • Writes notification MARADMIN • Requests orders • MECEP paperwork comes through (ON)

  9. DETAILS • MECEP’s: • Attend OCS after the first academic year • MUST attend summer school when not at OCS • MECEP’s earn a bachelor’s degree in the most expeditious fashion • Must maintain a minimum of 4 years on contract • NO GRAD SCHOOL; ONE SINGLE BACHELOR’S DEGREE

  10. CLASS LOAD • MECEP: attend school full time • DO NOT allow them to slog along at minimum full time load Example University requirement to grad 128 hrs 8 semesters = 16 hrs per semester Minimum MECEP load 16 hrs a semester

MOI • A member of PNS Staff • Battalion Officer • Trains • Evaluates • Screens all midshipmen, concentrating on Marine Options and potential Marine Options • MECEP reporting senior, advisor mentor • Prepares midshipmen for Bulldog • The Commandant’s direct representative through Commanding General, Marine Corps Recruiting Command (ON)

  12. YOU WILL LOSE YOUR AMOI DURING THE SUMMER

SUMMER STAFFING • For FY01; 36 billets, 46 bodies • 5 promoted to 1st Sgt, 2 to MSgt • MOI’s serve at least one summer • Requests due 30 Nov; signed by PNS • Quarter school staffs increment Bulldog • Published in January to expedite planning • Do not schedule the AMOI for the resident Advanced Staff courses • Everyone conducts freshman orientation

  14. OCS • Tough; rigorous; demanding • Not the place to get into shape • Continuous preparation necessary • 225 Marine PFT required to ship • Midshipmen must meet Marine Corps height and weight standards • 6 Week physical endurance test

  15. OCS INITIAL PFT • Initial PFT run the first Thursday • First increment average 271 • Second increment average 265 male 269 female • Average pull-ups 17 85 • Average crunches 95 95 • Average 3 mile run 20:30 85 265 • Back of the pack run time 21:30 Your midshipman Do Not Want To Be Here

OCS DROPS • Per NAM: • Medical drops to Medical LOA • Aptitude or Leadership drops to Aptitude LOA; minimum one semester • OCS timing critical, commissioning rate for those that do not attend on schedule drop rate about 50% • We have too many drops on scholarship who suck down benefits, benefits that we must recover later; we are not “Screwing” anyone

  17. AIR PACKAGES • Guarantees for both pilot & NFO as early as freshman year • Goal is to give 10 guarantees per year for pilot, Fr, Soph, Jr year • Then about 30 more Sr year • NFO also early • For both, ASTB scores of 4/6/4 • ASTB waivers for Seniors only

  18. COMMISSIONING PACKAGES • Physicals good for 2 years • Due 6 months before commissioning • Require PNS recommendation • The date on the NAVMC 763, Appointment Acceptance and Record, from the PNS recommendation • Proof commissioning packages • Thursday afternoon phone calls for Saturday commissions puts us in an impossible position

  19. PITFALLS • Do not fall in love with midshipmen • Not all complete • Hold to standards • Generally, two years proves their mettle • NROTC is a screening process • Do not keep a no-load on and “Let OCS kick him out” • Take up space for deserving students • Drag down program, damage credibility
