THOUGH NOT A FULL BLOWN CONSTITUTION, THIS IS A STATEMENT OF GOVERNMENT THAT REPRESENTS THE WILL OF THE PEOPLE CRAFTED BY SOME OF THE EARLIEST AMERICANS . While it was effective enough to get us through the Revolutionary War, It mostly just kept the states in control. In 1787 after Shay’s Rebellion, a new government will be put in place, which we call the U.S. Constitution. The Articles of Confederation 1781
