“The DoD Acquisition Problem” • Wave 3 technology decouples network and computing infrastructure from application services: • Powers Amazon and Ebay to allow “mash-up” (shared pictures, videos) • We use Wave 2 acquisition & budget processes, trying to build Wave 3 capability; results: • Under investment in infrastructure; don’t corporately understand the need • Forces programs to contract to a pre-defined price and schedule (the standard “hump” curve) Our enemies are not constrained by Wave 2 processes
