Energy policy in support of local and regional actors • EU2020 will not be achieved without active involvement of empowered local and regional actors. • Recognition of role of cities and regions in the EU energy policy: Energy Efficiency Action Plan, SET – Plan (Smart Cities) • Financing and methodological support for cities and regions: - Intelligent Energy – Europe Programme - ELENA (1 bn EUR in investments mobilized so far), new facilities under development - EEPR – new dedicated instrument under development - methodological guidelines

  3. Energy policy in support of local and regional actors • Covenant of Mayors is a platform for inter-institutional co-operation, built on the principles of participatory democracy and subsidiarity. • Common objectives and support is fixed at EU level, but ACTION takes place on the local level.

  6. 3 steps leading to the Covenant objective: - 20% CO2 by 2020 STEP 1: Signature of the Covenant of Mayors Creation of adequate administrative structures Baseline Emission Inventory & SEAP development with stakeholders and citizens 1st year STEP 2: Submission of your SEAP Implementation of your SEAP Monitoring and reporting 3rd year & beyond STEP 3: Regular submission of implementation reports (every 2 years)

Covenant of Mayors Office • Promotes the initiative • in the EU and beyond • Provides administrative and technical support for Signatories • Monitors the implementation by Signatories and Supporting Structures • Facilitates exchange of experiences and networking • Liaises with relevant EU initiatives and actors

Covenant Helpdesk • A joint operation between the COMO and the Joint Research Centre (JRC) • Provide personal assistance, administrative and technical support to Signatories and supporting structures • Develop methodological Guidelines and Tools for the development of Baseline Emissions Inventory (BEI) and Sustainable Energy Action Plan (SEAP) and monitoring -> in collaboration with Signatories!
