Advantages • Involvement of the Autonomous Community that provides funding • Common agreements between all the universities • Human Resource policy coordinated between Universities and the Autonomous Community • Decrease of unions in each university in transversal issues • No discrimination between universities and the 4 groups (General Committee)

Disadvantages • Investment – in time – of the university’s management • By having common policies, each university may lose independent action. • The unions may have the temptation to negotiate terms in transversal Committees, and improvments of these within the internal negotiations in each university
