Why it Matters • Federalist had controlled the national government until the election of 1800. • Jefferson’s Presidency shows that it is possible to have transfer of power from political party to another political party.
Republicans Take Charge • After a bitter campaign Jefferson defeated Adams. • However, Jefferson received 73 electoral votes and Aaron Burr also received 73 electoral votes. • What to do? • House of Representatives would decide the election per the Constitution • Hamilton disliked Jefferson but really hated Burr more and convinced Congress to go with Jefferson • Burr is now Vice President. • Burr is furious! Page 285
Jefferson’s Inauguration • First to be inaugurated in Washington, D. C. • Wanted a “smaller government” • Wanted a government of the people
Jefferson said • “Let us, then, fellow-citizens, unite with one heart and one mind…..Every difference of opinion is not a difference of principle……We are all Republicans; we are all Federalists.”
Jefferson charts a New Course • Revolution of 1800 • 1st goal was to limit the federal government over states and citizens • Believed in laisez faire • Reduced military • Reduced number of people in government; fired tax collectors and diplomats. • Eliminated all federal taxes and made taxes come from tariffs only • Struck out the Sedition Act and released all that were imprisoned over this Act.

The Supreme Court and Judicial Review: page 312-313 • “Midnight Judges” by Adams • Jefferson’s Secretary of State, James Madison, asked not to deliver appointment of Federalist judge William Marbury • Marbury angry and files lawsuit • Supreme Court rules they can’t rule because Judiciary Act of 1789 was UNCONSTITUTIONAL • Established Judicial Review which changed government forever and increased strength of the Supreme Court.
