Project Description • The City of Phoenix is seeking a qualified consultant team to provide engineering design on-call services for the Water Main Replacement Program • Services may include design and possible construction administration and inspection • Approximately 7,000 to 35,000 linear feet of 4-inch to 12-inch water main including water services, fire services, fire hydrants, cut and plugs, valves, and abandonment of existing mains • Work will be conducted Citywide • Estimated total Design cost for each firm: $2,000,000 • 3 to 5 firms will be selected • Term: 2 years from date of contract execution

Scope of Work • The Consultant will be utilized on an as-needed basis • Design services for various water main replacement projects • Services may include, but are not limited to: data collection and field survey preparation of base maps preliminary, pre-final and final plans preparation of specifications utility coordination asset management cost estimates field surveys on an as-needed basis consultation during bid phase

  7. SOQ Evaluation Criteria

  8. Submittal Requirements Cover Letter: Provide a cover letter which includes full firm company name, address, phone number and the email address of your contact person for the project. Do not include evaluation criteria Evaluation Criteria: Address the SOQ evaluation criteria and include a project organizational chart Additional Content: Resumes and other information may be included (content shall be included within the permitted maximum page limit).

Submittal Requirements • Submittals: • Clearly display the firm name, project title, and project number on the cover of the SOQ and submittal package. • Submittals must be placed in the locked boxlocated in the reception area on the 6th Floor of Phoenix City Hall by the submittal due date/time. • All submittals must be addressed to: Kini L. E. Knudson, PE, City Engineer City of Phoenix 200 West Washington Street, 6th Floor Phoenix, AZ 85003-1611 ATTN: George Goodale, Contract Specialist

Submittal Requirements • Provide 7 copies of the Statement of Qualifications. • A maximum of 10 pages is permitted to address all content in the SOQ submittal (Maximum page limit includes evaluation criteria and all additional content. It does not include cover letter.) • Paper Size shall be 8½ “ x11” • Font size may not be less than 10 point • Each side of a page containing evaluation criteria and additional content will be counted toward the maximum page limit noted above • Pages that have project photos, charts and/or graphs will be counted towards the maximum page limit noted above • Front and back covers, cover letter, Table of Contents pages, and divider (tab) pages will NOT be counted toward the maximum page limit noted above, unless they include evaluation criteria and additional content that could be considered by the selection panel Note: All pages exceeding the specified maximum page limit will be removed from the submittal and not considered in evaluating a submitted SOQ.

  12. Grounds for Disqualification • Receipt of submittal after the specified cut-off date and time • Too few copies of the submittal • Deposit of submittal in the wrong location • Violating the “Contact with City Employees” policy contained in the RFQ

  13. Selection Process and Schedule The successful firms will be selected through a qualifications based selection process. Interested firms will submit a Statement of Qualifications (SOQ). A Selection Panel will evaluate each SOQ according to the Evaluation Criteria set forth in Section IV above.

  14. Selection Process and Schedule The City expects to select 3 to 5 firms. The City will enter into negotiations with 3 to 5 selected firms and execute contracts upon completion of negotiation of fees and contract terms for City Council approval.

Selection Process and Schedule If the City is unsuccessful in negotiating a contract with the best-qualified firm, the City may then negotiate with the next most qualified firm until a contract is executed, or the City may decide to terminate the selection process. Once a contract is executed with the successful firm, the procurement is complete.

Notification to all other firms on the status of a selection on this project will be posted on the City of Phoenix Street Transportation Department’s “Recent Awards” website: https://phoenix.gov/streets/procurement/bid-results
