46 CFR 42.07-10 Submergence of Load Lines (d) When a vessel departs from a port situated on a river or inland waters, deeper loading shall be permitted corresponding to the weight of fuel and all other materials required for consumption between the port of departure and the sea. This paragraph does not apply to vessels when navigating the Great Lakes.
Stability Letters 46 CFR 42.15-1 The master of every new vessel … shall be supplied with sufficient information …to give him guidance as to the stability of the vessel under varying conditions of service
Applicability of Stability Letter Operational Conditions The operational conditions are only applicable when the vessel’s Load Line Certificate applies. 46 USC 5102(b)(6) states: “Load Lines are not applicable to a vessel of the United States on a domestic voyage that does not cross the Boundary Line, except a GL voyage.” Therefore, if a US vessel is operating on a domestic voyage (not GL), inside of the Boundary Line, the Stability Letter does not apply.

FCC Station License as noted in paragraph (c) of this section, stations in the maritime service must be licensed by the FCC either individually or by fleet. b) One ship station license will be granted for operation of all maritime services transmitting equipment on board a vessel. Radiotelegraph and narrow-band directing-printing equipment will not be authorized, however, unless specifically requested by the applicant. Maritime Mobile Service Identity provides a unique, internationally standardized number to identify the vessel (Digital Selective Calling).
FCC Station Log Towing vessels which require a radiotelephone IAW 33 CFR 26.03 meet the definition of a compulsory ship IAW 47 CFR 80.5 which is, “Any ship which is required to be equipped with radio telecommunication equipment in order to comply with the radio or radio-navigation provisions of a treaty or statute to which the vessel is subject.” 47 CFR 80.409(e) requires ship radiotelephone logs/log entries for vessels that “…are compulsorily equipped for radiotelephony…”
Great Lakes Radio Agreement/ Radio Certification • Each U.S. flag vessel subject to the Great Lakes Agreement must have an • inspection of the required radiotelephone installation at least once every 13 • months. This inspection must be made while the vessel is in active service or • within not more than one month before the date on which it is placed in service. • (b) An inspection and certification of a ship subject to the Great Lakes Agreement • must be made by a technician holding one of the following: a General • Radiotelephone Operator License, a GMDSS Radio Maintainer's License, a • Second Class Radiotelegraph Operator's Certificate, or a First Class • Radiotelegraph Operator's Certificate. Additionally, the technician must not be • the vessel's owner, operator, master, or an employee of any of them.
