  2. Article VII: The Ratification of the Conventions of nine States, shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.

  3. The Debaters Federalists Anti-Federalists Favored a strong, federal government Wanted the Constitution ratified. Favored state government Believed that the greatest threat to the US and its future was the government’s potential to become corrupt

  4. The Federalists • Led by superstars for the time period • Well organized • Well funded • Most newspapers supported the Federalists and published articles in favor of them

  5. The Federalist Papers • A series of 85 newspaper essays • Published in New York between 1787 and 1788 • 50 papers by Hamilton; 30 by Madison and 5 by Jay • Defended a strong federal government; Reassured that there was little reason to fear a tyranny

  6. Federalist No. 10 – Most Famous • The size and diversity of the country would make it difficult for any single faction to take over • With a balanced federal gov’t, a republic could work in a large country

  7. The Anti-Federalists • Not as organized as the Federalists • Main Reasons They Did Not Want the Constitution • Weakened the state power • Would wipe out state power and individual freedom • Provided for a President

  8. The Anti-Federalists • Biggest Issue: Contained no list of the people’s rights If you ratify the Constitution, we’ll add a Bill of Rights OK!

  9. Adding the Bill of Rights • Bill of Rights • The first 10 Amendments to the Constitution • Amendment – Change to the Constitution • Wanted the Constitution to be flexible • But difficult enough to not be easy
