States opinion • New York would be unsupportive of a more powerful national government because they had greater freedom under the articles • Delaware would be first to ratify the constitution in December of 1787. • New Hampshire would fulfilled the requirement of the ninth state. • Needed Virginia and New York, the biggest states to make this effective.
