The WAOL Advisory Group met on July 9, 2012, to discuss crucial updates on state authorization issues, Blackboard Collaborate, Tegrity, ANGEL, and Canvas. Key highlights included the vacating of a USDOE regulation and updates on the integration of Tegrity with Canvas. Participants were encouraged to engage with the eLearning Community and attend the next meeting on July 23, 2012. Ongoing training and updates on the Open Course Library were also highlighted. State Authorization Issue • USDOE regulation requiring state authorization was vacated by US District Court and that ruling was upheld June 5 by the US Court of Appeals; however, state laws remain on the books. • The regulation was vacated not because the state laws are illegal but because the US Dept of Ed didn’t follow the correct process—so it’s just a technical ruling. • Remember the requirement to provide complaint contacts for out-of-state students was not vacated. Canvas Contract • Four-year contract for $5.7 million signed, sealed and delivered. Began July 1, 2012. • Implementation group is working on: • Administrative structure • Professional development for faculty and admins • Integration (SMS, Tegrity, Collaborate, media files) • Migration of content • Cost model and Memo of Understanding • Current ANGEL contract ends June 2014
Cost to colleges • Canvas base rate is $10.58/FTE • Includes premium technical support (24/7) for three administrators per college • Based on ALL FTE because Canvas is for everybody • In 2012-13 SBCTC will continue to bill for WAOL ANGEL at the established rate of $4 per active user per quarter. • Colleges will be billed for Canvas as they sign the MOU and get their installation. The Canvas cost will be pro-rated by quarter and discounted the first year. • “Is the LMS Core?” conversation is ongoing. WACTC may consider the question next year.
Canvas Training • Online Training – available by middle of August or possibly end of July depending on how pilots go. We should know by the end of this week.
