  3. State Authorization • SARA presentation at Winter IC. • News: Department of Ed negotiated rulemaking to revive federal state authorization begins again next year. General belief is DOE intends to reinstate federal regulations that require institutions to be authorized in each state in which the institution has a presence. http://wcetblog.wordpress.com/ • Remember: All colleges are required to provide information to ALL students on the complaint process in their home state.   4. State Authorization • Military programs: • 76% of military who are seeking a degree (while in service) are working fully at a distance • The Dept of Defense is drafting language on tuition assistance policies that will ask colleges in what states the students in their military programs reside and whether the college is authorized to deliver instruction in those states.  DOD assumes the DOE will re-instate federal rules that colleges must comply with state authorization in order to get access to federal funds (although this has not yet been reinstated), and it appears DOD plans the same policy. • There is a general belief that DOD funds for tuition assistance will be reduced in the future • DOD is very interested in “swirling” students who take courses but do not get degrees—they want to fund for completion

State Authorization • WCET State Authorization Network: • They plan to continue next year, and SBCTC plans to continue buying a system membership.  Very soon they will send their work plan for the next year, and we can approve that before signing on.  We’ll send it out to you.  • WCET plans to continue with the same work as this year, plus do more work on state licensure issues (If you are serving students who intend to get a professional license in another state—nursing, etc.)

  6. Blackboard Collaborate Collaborate is developing a small downloadable utility that can be used instead of the most recent version of Java. Available now for Macs; soon for Windows.

  7. Lecture Capture RFP • Panopto, Inc. has been selected as the Apparent Successful Vendor for this RFP

  10. Canvas Update • Demo on Zendesk • Ready to add more colleges • Must make Zendesk change before trusts can be turned on

  11. Project I-DEA • 3 year grant from Gates to use flipped model for lower level ES. Students work 50% online; colleges supply devices and connectivity • 10 pilot colleges this year • Big Bend, IEL, Lake Washington, North Seattle, Pierce St. Steilacoom, Renton Technical, Seattle Central, Shoreline, Tacoma , Walla Walla • Add 10 colleges next year, add 14 the final year • Grants open for next 10 colleges. Application through ABE office
