REPUBLIC OF ZIMBABWE • Ministry of Home Affairs – responsible for Civil registration the through Registrar General’s Department. • Mandate: Registration of Births & Deaths; National I.Ds; Passports; Citizenship; Marriages and Cattle Brands. • Civil Registration is highly decentralised. – 10 Provinces, 75 district and 206 suboffices. • Manual System – We had stand alone sections. • No linkages of individual’s documents.

  6. REPUBLIC OF ZIMBABWE Zimbabwe Population Registration System Challenges: • Lack of adequate network infrastructure • Lack of adequate office infrastructure • Staff resistant to new innovations

REPUBLIC OF ZIMBABWE ZPRS: INTERGRATED COMPUTERISED SYSTEM • Linkages of documents: Birth-ID-Passport-Death. • Birth registration creates family tree. • Marriage registration: links Spouses to Marriage Officer and Institution. Also links divorces. • For Brands, links cattle to owner. • Eliminates issues of double registration. • Death registration: No longer possible to give services except death certificate • .Vital Statistics.

REPUBLIC OF ZIMBABWE SECURITY OF SYSTEM: • Users of system have usernames and passwords. • Privileges / roles related only to duties of individual officer. • Audit trail and history • Security of facilities and hardware. • Also improved security of documents: i.e. machine readable passport; machine readable I.D.

REPUBLIC OF ZIMBABWE Zimbabwe Population Registration System eGovernment Services: • Connectivity to: Mobile telephone providers • Pensions offices • Government Salaries Services Bureau. • Immigration and Police. • CRVS data to be sent to Zimstat office monthly. • SMS for passport collection • AFIS system to be implemented in 2015.
